Job Description


Our client, one of Ontario\'s largest acute-care academic hospitals, is undergoing a clinical transformation to implement a new regional Health Information System (Cerner Millennium) which will enable the sharing of information seamlessly across the region\'s health partners. Cerner Millennium will replace paper-based records, provide a single source of clinical tools and enable the sharing of information seamlessly across the region\'s health partners.

For this transformation we are looking for a Regional Operations Director, reporting to the Regional Digital Health Executive, the Regional Operations Director has direct accountability for the execution of the regional strategy through successful operations of the Regional Hospital Information System (RHIS) and associated 3rd party systems for six partner organizations in the region.

Working closely with the Regional Digital Health Executive, CIO\'s, and Clinical Executives and Directors across partner organizations, the Regional Operations Director drives day-to-day operations, ensures regional integration, identifies opportunities for efficiencies and optimization of the RHIS, and oversees a team of 7 managers and professionals dedicated to supporting and optimizing the system.

RESPONSIBILITIES & DUTIES INCLUDE:

Strategic Planning

Collaborate with key stakeholders on strategic and financial planning to ensure sustainable and cost-effective operations of the implementation, monitor execution of the operating strategy and initiatives, develop business cases for investment decisions, and prioritize workload and change requests to achieve strategic objectives while maintaining regulatory compliance.

Operations

Define and communicate operations plans, service level expectations, and operational policies while overseeing budget development, vendor contract negotiations, and adherence to best practices, while also evaluating organizational structure, monitoring deviations from the operating plan, maintaining reliable clinical systems, and identifying and planning for system upgrades to ensure uninterrupted operation and optimal performance.

Relationship Building

Build lasting relationships with various stakeholders, including executives, leaders, vendors, and partners, and facilitate and manage relationships with third-party vendors such as Oracle Cerner, overseeing contracts and conflict resolution for ongoing positive relationships.

Team Development & Program and Project Execution

Responsible for procuring and managing top talent, fostering personal development, setting and monitoring performance objectives, while overseeing and managing project execution, including reviewing project scope, monitoring performance, mitigating risks, ensuring compliance, proactively communicating progress, and participating in the vendor sales process to achieve strategic objectives.

BASIC QUALIFICATIONS:
- 10+ years of progressive leadership experience managing Health Information System operating teams or overseeing EMR implementations and navigating the governance model to enable efficient decision-making
- Undergraduate Degree in Business, Computer Science, Computer Informatics, Health Informatics, or any health-related discipline, or equivalent combination of education and hospital clinical experience
- ITIL and PMP designations preferred
- Strong knowledge of clinical system operational needs including ancillary support services, hospital and health system clinical processes, and clinical systems/applications
- Strong knowledge of the System Development Lifecycle with the ability to advise on and guide the design, implementation, and sustainment of effective clinical processes and systems that enable hospital clinical strategic transformation and operational goals
- 8+ years of experience with strategic planning, program/project management, and successful project execution including large-scale advanced planning, analytics, problem solving, and budget management
- Demonstrated experience leading transformation initiatives and digital systems operations including leading change, managing complex risks and issues, and building a learning organization
- Extensive knowledge of health system and clinical system domains, as well as technical knowledge of HIS infrastructure and integration enablement.
- Demonstrated ability to manage high-demand and competing and changing corporate programs and priorities
