Job Summary


The Regional Drinking Water & Wastewater Operator is responsible for planning, directing, coordinating and controlling a range of activities related to the operation and maintenance of drinking water and wastewater systems. This position requires extensive knowledge, experience and competence in the municipal drinking water and wastewater field. This position will require extensive travel throughout the Central Newfoundland. This position is focused on building local capacity and knowledge for the delivery of water services. Under the program, regional operators work with communities to address challenges associated with operating and monitoring modern drinking water and wastewater systems.

Knowledge, Skills & Abilities



Working knowledge of equipment, materials, methods and procedures used in water treatment maintenance and operation. Skilled in the operation of process control instrumentation, small tools and related equipment. Ability to work safely, communicate effectively and establish and maintain positive working relationships with communities, consultants, government departments and the general public. Exceptional organization skills and the ability to keep accurate records of various types of data and information. Ability to work independently and make decisions on a daily basis

Stakeholder & Partnership Development



Foster partnerships with municipalities to promote participation in water and wastewater programs. Work closely with town councils, public works departments, and local leaders to identify infrastructure needs, service gaps, and opportunities for joint solutions. Support public education initiatives and respond to community concerns regarding water quality, conservation, and system maintenance. Provide expert input during stakeholder meetings, infrastructure planning sessions, and policy development discussions.

Technical & Operational Duties



Oversee and supervise the daily operation and maintenance of public drinking water and wastewater systems. This will include supervision of required daily monitoring activities such as monitoring chlorine residuals, flow data, disinfection, treatment facilities, chemical usage, lift station operation, etc. Perform assessments of drinking water systems, identify deficiencies, and provide recommendations for maintenance and infrastructure upgrading. Perform calculations involved in the operation and maintenance of drinking water and wastewater systems such as chemical usage, chemical dosage, flow rates, pressures, volume. Participate in operator education, training and certification programs

Data Collection & Reporting



Review and maintain a record of drinking waste and wastewater quality data. Maintain a record of safety related documents for all chemicals and equipment being utilized by the drinking water and wastewater systems. This includes MSDS, NSF documentation, manufacturers recommendations, safety training documentation, etc. Assist in preparing public reports to document program success and impact. Develop and implement a Preventative Maintenance Program, Standard Operating Procedures, Emergency Response Plans and Asset Management Plans.

Qualifications & Skills Education & Experience



Post-secondary education in water treatment, engineering, engineering technology, millwright or a related field would be an asset. 5 years related work experience. Ability to work independently. Previous experience in public speaking, stakeholder engagement, or regulatory compliance is preferred.

Technical & Communication Skills



Strong communication and interpersonal skills when responding to community complaints regarding drinking water or wastewater. Ability to develop educational materials, and presentations. Proficiency in Microsoft Office (Word, Excel, PowerPoint) and digital marketing tools. Strong organizational and problem-solving abilities. Ability to work independently and collaboratively in a dynamic environment.

Other Requirements



Valid driver's license and access to a vehicle for community visits. Undertake any other duties assigned by the Regional Service Board Willingness to travel throughout Central Newfoundland for outreach and partnership activities. Ability to work flexible hours, including evenings and weekends, as required

Working Conditions



The role involves both office and field work, requiring travel to communities throughout the Central Region. The Regional Water and Wastewater Operator may be required to conduct site visits, inspections, and system audits across a range of environments, including water treatment facilities, wastewater collection systems, lift stations, and field locations such as residential or commercial service sites. Some responsibilities may involve outdoor work in varying weather conditions.
