Location This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of City Hall, 426 Brant Street, Burlington, Ontario. Work location is subject to change at the discretion of the City due to operational demands. Position Overview Reporting to the Manager of Community Development this role is responsible to lead and/or direct planning strategies such as master plans, service strategies, needs assessments, feasibility studies, project planning and policy & procedures, business plans, operational reviews, performance measures and grant proposals. Initiates and maintains positive and effective relationships and networks with internal and external stakeholders to advance strategic priorities of the City of Burlington. Responsibilities The Recreation Planner is responsible for:
  • Acting as a primary liaison for community groups and internal and external stakeholders to navigate and access information and support from the city and other sources to keep residents active, healthy, and connected to their communities.
  • Building relationships and partnerships, developing agreements and other legal documents, providing support, identifying opportunities for city funding, dealing with issues and concerns, and complaints from residents.
  • Coordinating and overseeing projects and meetings as required; providing expertise on subject matter as requested.
  • Working with internal staff, neighbouring municipalities, all levels of government, and members of council to develop and implement communications, outreach, and community engagement activities.
  • Conducting environmental scans, needs assessments and other activities to inform program/service development and continuous improvements for the department.
  • Conducting research and analysis, preparing reports and proposals and making presentations.
  • Providing support for administrative policies and programs including Matching Fund, Fee Waiver, Community Development Fund and Community Support Fund. Providing leadership and support for the development of agreements and other legal documents with community organizations and partners.
  • Writing and presenting various reports and memos to council, apply for various grants, and develop department business plans, performance measures, policy development and other documents as required. As well as developing documents such as Request for Information (RFIs) and Request for Proposals (RFPs).
  • Providing leadership and facilitating effective teamwork to advance department and community initiatives through various means; capital budget planning both for facilities and parks, project arise such as major facility and park renewal such as new builds, recreation facility renewal projects along with smaller scale renewal projects.
  • Facilitating the Department Master Plan ? both for parks and facilities and lead components of the implementation.
Requirements The successful candidate will have a minimum of 4 years? experience planning strategies and working with stakeholders to advance strategic priorities. The successful candidate will possess a 3-year post-secondary diploma or degree in Recreation, Social Sciences, Business Administration, Community Planning or a related field of study. The successful candidate must hold or be willing to obtain IAP2 ? 5-day course in Community Engagement, Facilitation, Project Management, Legal Knowledge ?
