Job Description

The Port Hope Area Initiative (PHAI) is a \xe2\x80\x9cmega project\xe2\x80\x9d to clean-up low-level radioactive wastes situated in the Municipality of Port Hope and the Municipality of Clarington. The project involves remediating several contaminated sites to established clean-up criteria and consolidating the wastes in a new engineered mound (one in each community). The remediation and construction aspects of the project are subject to CNSC licenses and environmental approvals. The PHAI has a very high public profile and is a top priority for the Government of Canada and the Port Hope area communities. The project is sponsored by Natural Resources Canada (NRCan), and led by CNL. The Government of Canada provides oversight for the execution of the project mandate.

Radiation Technicians work under the direction of the Health Physics Lead and the Manager, Radiation Protection to implement the CNSC approved RP Program. Specific duties include: performing contamination surveys and radiological safety assessments; documenting radiological work assessments and assisting in documenting radiological work plans; teaching Group 4, Group 3 and Group 2 RP Training for CNL staff members and CNL-hired contractors; participating in accident investigations and workplace inspections; advising CNL staff and sub-contractors on RP requirements in their respective work areas; performing oversight of both CNL\xe2\x80\x99s and contractor\xe2\x80\x99s execution of their RP Programs; creation and review of highly technical standard operating procedures which RP staff will follow during their routine work; overseeing dosimetry for CNL personnel and ensuring that work being executed by CNL and its subcontractors is compliant with the requirements of the PHAI RP Plan and CNL Corporate RP program. Additional duties are listed below.

RESPONSIBILITIES

Under general direction of the Health Physics Lead, assist in the detection, determination and reporting of radioactive hazards by performing Radiological Safety Assessments. This includes operating fixed and portable radiation instrumentation and taking and analyzing swipe/smear samples. Prioritize instrument repairs and calibrations based on need and operational impact.

Ensure that the Port Hope and Port Granby sites are compliant with the requirements of the PHAI RP Plan via workplace inspections and measurements.

Prioritize tasks based on established schedules.

Respond to situations to contain/mitigate short term risk, including responding appropriately to emergency situations and conditions to ensure the radiological safety of all involved.

Execution of workplace inspections and measurements, in performance of routine checks of all CNL RP instrumentation for function and proper response, and in sending of RP instrumentation for calibration.

Ensure sufficient supply of calibrated radiation detection instruments.

Manage radiation sources used for RP instrumentation verification. Ensure inventory is maintained, and leak testing is performed as required by the RP program and relevant CNSC regulations.

Organize, prioritize, plan and advise CNL staff and subcontractors of RP requirements for work. Observe such staff at work, and provide coaching on proper RP protocols as required.

Document Radiological Work Assessments for routine and non-routine work. Assist in creation and review of Radiological Work Plans and/or Procedures for CNL staff and subcontractors.

Assist Health Physics Lead in creating standard operating procedures for RP staff.

Teach Group 4, Group 3 and Group 2 RP Training courses for CNL staff and subcontractors.

Demonstrate complex RP tasks and principles to peers, new hires and contractors.

Participate in incident response and investigations.

Identify, Address and trouble shoot a variety of routine issues as they arise.

Issue and collect dosimetry (e.g. TLDs, PADs, Radon Dosimeters, Bioassay samples), and send for processing or calibration as required.

Ensure sufficient supply of bioassay collection sample containers for CNL staff. Supervise the collection, packaging, and shipment of samples to laboratory.

As directed by the Health Physics Lead or RP Manager, perform oversight of contractor\xe2\x80\x99s implementation of RP Plans to ensure compliance with PHAI RP program and industry best practice. This includes site visits to observe RP practices, performing confirmatory RP measurements (e.g., dose rate, contamination), and participating in audits or review of data, procedures, and logs.

Work collaboratively with contractors to resolve moderately complex challenges related to Radiation Protection

Prepare oversight reports summarizing findings against programmatic requirements.

Responsible for meeting HWP quality requirements as defined in the HWP QA Plan and supporting procedural documents in conducting the work.

Coordinate the schedule and resourcing required for smaller scope and complexity projects in a manner that ensures consistency with established programmatic goals and requirements.

Coordinate tasks develop priorities to meet required programmatic and compliance driven deliverables.

Validate instrument and survey routines, record and report on moderately complex technical information * Other duties as assigned by the Health Physics Lead or RP Manager.

QUALIFICATIONS

Graduation from a recognized institute of advanced technology, or equivalent formal education in a field relevant to the position as well as a minimum of three years of pertinent operational Radiation Protection experience.

CNL Group 1 RP Surveyor Qualification.

A strong knowledge of scientific, mathematical principles and laboratory techniques is needed.

Apply judgement within well-defined limits, using sound RP principles from broader decision trees, including operating experience and past work experience.

Must possess a high sense of individual responsibility.

Must possess a high level of confidence permitting escalation of issues outside the RP group as needed.

Must be willing to undertake and successfully complete formal and on-the-job training, in order to satisfy the requirements for duty as a Radiation Technician.Training may be in Chalk River Ontario and as such you must be available and willing to participate in this training.

Must have a working knowledge of legislative and regulatory principles associated with Radiation Protection.Must have or be able to quickly obtain a detailed and working understanding of CNL\xe2\x80\x99s corporate RP Program Requirements, and the PHAI MO Radiation Protection Plan.

The ability to use software such as Excel and Word is required for documentation of Radiation Protection results.

Experience in supervising and training staff is an asset. * The Radiation Technician must be able to work independently, to perform scheduling and planning of his/her own activities as well as work with other RP staff in order to meet requirements and deadlines, and to track and report on the progress of these requirements/deadlines. This person must also be able to work in a multi-disciplinary team environment, to support PHAI MO Staff to get work done on time and safely.

Location:
\xc2\xb7 This role is based out of CNL\xe2\x80\x99s Port Hope location, which will be the designated workplace. CNL may require you to travel from time to time, as necessary.

Roughly 100kms East of Toronto, Port Hope is located at the mouth of the Ganaraska River on the north shore of Lake Ontario, in the west end of Northumberland County. Basically, still close enough to the \xe2\x80\x9cBig City\xe2\x80\x9d without all the hassle of being in the \xe2\x80\x9cBig City\xe2\x80\x9d.
