Job Description

The Public Safety Training Captain plays a pivotal role in ensuring EFRS staff have the necessary skills to execute and evaluate safety codes related objectives. Reporting to the Fire Marshal, you will inform the development of training programs, implement and evaluate the success of those programs, provide insight to training needs assessments, and support the continued evolution of training in Public Safety by serving as a change agent.

What will you do?
Serve as a subject matter expert to solve complex problems through interpretation and application of acts, regulations, and safety codes
Develop and present training modules and associated training materials
Coordinate and organize training activities with personnel and logistical needs; liaise between Fire Prevention, Training Academy, Fire Investigations, and other groups
Participate in change management to reinforce learnings in the target audience
Report on training program success, effectiveness, and efficiency
Assess the delivery of training programs using evaluations and feedback and make adjustments to ensure training objectives are met
Track and report on professional development and core training to meet the continuing education requirements for Safety Codes Officer designation
Research and consult with experts to gather technical information, innovative solutions, and best practices
Participate in the Training Advisory Committee to ensure consistency in the training processes throughout EFRS
Work with business partners as a subject matter expert to inform training strategies related to Safety Codes and related standards, building safety systems, and fire safety education
Qualifications

  • Completed High School Diploma
  • Minimum 5 years experience applying fire safety codes and standards
  • Minimum of four (4) years of experience within EFRS Public Safety is required for eligibility for application to these rotational assignment opportunities
  • Designated Fire Safety Codes Officer Group B, Level II or Fire Safety Codes Officer Group C level II
Assets:
  • Certification in NFPA 1041 Level II
  • Fire Prevention Officer Qualified
Skills required for success:
  • Proficient in the interpretation and application of acts and regulations, including the Safety Codes Act, National Fire Code (Alberta Edition), and other related standards and bylaws
  • Demonstrated ability to develop and present training programs/modules
  • Understanding of fire and life safety systems including automatic and manual fire suppression systems, fire alarm systems, egress design and other building emergency systems
  • Understanding of adult learning principles, program development, assessment, and evaluation
  • Demonstrated ability to coach, mentor, lead, and facilitate Excellent communication (speaking and writing), presentation, interpersonal and team building skills required
  • Demonstrated problem solving and critical thinking skills
  • Ability to work effectively with a high degree of independent judgment

Conditions of Employment:
  • Hire is dependent on Police Information Check with Vulnerable Sector Check satisfactory to the City of Edmonton, and there may be a cost associated with this requirement
  • Candidates are required to hold a valid Alberta Class 5 driver's licence (or provincial equivalent) or higher. Obtaining and maintaining a City Driver's permit is a requirement of this position

  • Selections to these rotational assignments shall be made in consideration of the particular programs being delivered that term, candidate suitability for the role, qualifications, demonstrated skills and abilities, and experience. Selected candidates will be given an overview of the position prior to their acceptance
  • Current Public Safety Training Captains are not eligible to reapply for the position, unless there are no qualified applicants
  • Current Public Safety Training Captains are not eligible to act for the duration of the assignment
Work Environment:
  • Due to the nature of this work, this position is not eligible for a hybrid work arrangement
  • This role works in both indoor and outdoor settings
  • Exposure to environmental conditions, including extreme temperatures, inclement weather, dust, noise, light variation, vibrations, chemicals, and exposure to mechanical and electrical hazards may occur

This is a rotational assignment that may last up to two (2) years in duration
This requisition is open to internal EFFU candidates only.
Hours of Work: The Public Safety Training Captains will work schedules consisting of four (4), 10 hour days, calculated as eighty (80) hours bi-weekly. The shifts will be between 0800 and 1800 hours. Employees will work either Monday to Thursday or Tuesday to Friday. Hours and days to be arranged to meet operational requirements.
Salary Range: $67.663 Hourly; $141,280.340 Annually
Salary ranges are in the process of being updated in accordance with the recently ratified collective agreement between the City and EFFU and will be forthcoming shortly.
