Main Street Project (MSP) is a community health Centre with a mandate to address the social determinants of health which give rise to issues of addiction, physical and mental health issues and homelessness. MSP uses housing-first and harm reduction principles in the provision of a safe, respectful and accessible place for individuals who are experiencing homelessness or at risk of homelessness in the community. Job Summary
The Protective Care Manager contributes to MSP's goal of eliminating homelessness by developing and implementing culturally safe, proactive healing and learning environments where community members can find refuge, are supported to identify and build their strengths, and be supported to sober and be stable in their time in Protective Care.
The Protective Care Manager provides leadership to the protective care teams and associated services towards these ends including but not limited to the management and supervision of staff, students, volunteers, interns and program budget. The Protective Care Manager will also ensure the physical Protective Care site is maintained, enhanced and meet the needs of the community.
The Program Manager will bring vision to expanding Protective Care opportunities to those MSP serves.
The Program Manager serves as the direct contact for employee development including performance management, program development, evaluation and delivery; ensures appropriate numbers of staff are scheduled in each program and on each shift. This position is also responsible for the successful facilitation of support and interventions for MSP Community Members in coordination with an interdisciplinary team.
Key Responsibilities
Operations:
Ensure the program's overall operations continuously runs efficiently, delivering program services in the most consistent manner possible:
Responsible for the development, implementation and maintenance of program policies, procedures and activities to bring participant experience and outcomes in line with MSP's mission, values, and strategic plan.
Provides periodic review, evaluation and modification of programs to ensure our activities are meeting participant priorities and are in line with MSP's strategic plan and contractual obligations.
Responsible for the supervision, development and accountability of program staff, students, volunteers and interns, ensuring their actions and behaviors are in line with MSP mission, goals, and values, and contributing positively to our strategic plan.
Ensures that programs and activities are peer directed and contribute positively towards advancing MSP's strategic plan.
Actively creates a culturally safe and secure environment where people feel safe and draw strength in their identity, culture and community; and can develop relationships that offer structure, belonging, and support ongoing personal and interpersonal development.
Support community members by ensuring a skilled and collaborative staff environment that can successfully and consistently offer de-escalation, crisis intervention, counseling, case management, community member grievance/dispute resolution, outreach, and other service activities as necessary in conjunction with other departments.
Ensure full 24/7 staff coverage across all programs.
Broker relationships with partners and new, relevant and appropriate Protective Care opportunities and connections and actively develop new options as a part of our project of eliminating homelessness.
Work effectively within the MSP team, coordinating work and activities towards the best outcomes for participants across the organization.
Fine tunes MSP's Protective Care models for transitional and permanent supportive Protective Care, and supports MSP Protective Care expansion.
Participant Supports & Programs
Manage and deliver participant supports and oversee Protective Care procedures, including intakes and stays at Protective Care and safe discharges
Model and maintain a safe, trauma-informed, low-barrier, Protective Care-focused philosophy in all programs.
Model appropriate physical and emotional boundaries with community members and enforce and train employees and volunteers to maintain same.
Leadership, Team Supervision & Team Coordination
Manage, train, and coach staff, developing a strong and skilled team;
Schedule staff for all shifts, resolve scheduling issues, and fill in scheduling gaps as needed.
Ensure staff receive timely and meaningful feedback about job performance, conduct, and attendance; ensure documentation is provided.
Help ensure effective communication across shifts, and between program staff.
Directly address and manage staff issues, including staff complaints, conflict resolution, and disciplinary issues; document issues and ensure appropriate team members are notified on matters of concern.
Teamwork - provide support to all staff including responding to emergencies from staff on-site or from on-call providing site coverage. Participate in program and organizational development and attend staff and team meetings.
On-Call - is active in accordance to the on-call policy.
Knowledge of the TRC Recommendations and MMIWG Calls to Action; and experience with implementation
Other duties as required.
Human Resources
Program Managers are responsible for determining staffing needs, participating in the interviewing process, align staffing with budgets, manage resources, and managing staff performance:
Plan staffing levels in accordance with budgets; ensures appropriate numbers of staff are scheduled in each program and on each shift to meet / exceed program delivery.
Partners with the Human Resources Department to recruit, interview, select, hire, and employ an appropriate number of staff to meet program goals.
Coach, mentor, and develop staff, including onboarding; empower employees to take responsibility for their jobs and goals.
Leadership Responsibilities

Qualifications
Degree in Public Health Administration, social sciences (sociology, psychology) or a related field is required, combined with training in human service
Two years' previous experience working with unsheltered relatives combined with two years of experience working within the Protective Care sector and providing direct Protective Care and Protective Care support in the community; knowledge of the IPDA Act of Manitoba is essential to the role
Two-year program management and staff supervisory experience in a non-profit setting required.
A suitable combination of education and experience will be considered
Supervisory experience in homeless services or related social services field with strong skills in staff supervision and implementation and development of policies and procedures
Familiarity and ease working with issues related to colonialism, poverty, homelessness, substance use, mental health, and trauma
Ability to proactively create culturally safe workplace and participant experience including coaching others
Strong ability to create and develop successful collaborative relationships with program participants, staff, and other stake holders
Effective written and oral communications skills with people from varied backgrounds
Proven working knowledge of Microsoft Office; ability to learn and use program specific software; including HIFIS
PHIA and NVCI certifications
Clear Criminal Background Search Certificate & Vulnerable Sector Search Certificate
Valid Class 5 Driver's License

Fast paced environment with occasional high pressure or emergent situations.
Work hours subject to program needs to ensure coverage during all hours of operation.
Exposure to bodily fluids; frequent interaction with a diverse population with varying addictions and mental health needs.
Frequent sitting, standing, walking, grasping, carrying and speaking; occasional reaching, bending and stooping; lifting, carrying, pushing and pulling up to 50 pounds, with assistance if needed
