Job Description


JOB SUMMARY
The Proposal Writer works with the Proposal team to manage the development of resumes, proposals, and other responses to requests from clients. More specifically, the Proposal Writer will work with Recruitment, Sales, and Management teams to develop written proposals in response to client solicitations (Requests for Supply Arrangements and Standing Offers (RFSAs /RFSOs), Requests for Proposals (RFPs), Requests for Quotes (RFQs), Requests for Information (RFIs), Letters of Interest (LOIs), and Task Authorisations (TAs). The Proposal Writer further monitors online procurement platforms for new business opportunities, and tracks submitted proposals for follow up.
The Proposal Writer works in accordance with NFR\'s Vision and Values (CHART: Communication, Honesty, Achievement, Relationships, Teamwork).

RESPONSIBLITIES & DUTIES
1. Monitor Procurement Platforms for Opportunities

  • Review postings on procurement portals (Canadabuys.ca, MERX, Jaggaer, etc.), identify relevant opportunities and send invitation requests to clients as needed.
2. Determine Bid Development and Response Strategies
  • Review solicitation documents and create bid development documentation.
  • Attend strategy meetings, offer insight on bid/candidate requirements and level of effort required to develop a proposal, and assist the Sales and Management teams in making go/no-go decisions.
  • Work with Sales and Management teams to identify and compose questions to clients.
3. Develop and Submit Proposals
  • Write, edit, and prepare RFP and/or TA responses, including matrices and resumes for final delivery.
  • Compare candidate materials against evaluation criteria/requirement matrices, identify missing information, and prepare questions for candidates to fill in the gaps.
  • Conduct interviews and/or background research to gather necessary information, address gaps, eliminate project overlaps, and update candidate resumes to align them with client requirements.
  • Work collaboratively with Recruitment and Sales teams to compile all necessary information as required by solicitation documents, according to the bid development timeline.
  • Create, populate, and finalize proposal volumes (Technical, Financial, Certifications, Additional Information) as necessary.
  • Perform Quality Assurance reviews and format and edit/copy edit proposal documents prior to submission to clients, following best practices and NFR style and quality expectations.
  • Submit proposals on time and according to RFP/client instructions.
4. Monitor and Track Submissions and Results
  • Update internal tracking sheets and records (CRM database) with work in progress, work completed, cancelled bids, and evaluation results, including competitor information and reasons for losses.
  • Schedule and complete follow-ups with clients to extend bid validity, respond to client requests, and solicit feedback on lost bids.
  • Provide progress reports and lessons learned to the larger NFR team.
  • Submit Federal Government procurement vehicle usage reports through Centralized Professional Services ePortal (CPSS).
  • Contribute Proposal team updates to Quarterly Town Hall meetings as necessary.
5. Be a productive and positive member of the NFR Team
  • Attend daily meetings to provide priorities and updates.
  • Assist with the training and onboarding of new Recruitment, Sales, and Proposals team members as applicable.
  • Create, maintain, and update knowledge transfer documents and tools (e.g., proposal development process guidelines, resume preparation instructions, proposal templates, bid portal navigation manuals, etc.).
7. Other Duties as Required

QUALIFICATIONS
Education:
  • Post-secondary degree or diploma, preferably in Writing/Technical Writing, Communications, Business/Business Administration, Social Sciences or other relevant fields.
Other Experience or Training:
  • 2+ years of experience writing proposals for public (i.e., government, particularly Federal Government) and private sector clients.
  • Experience writing proposals for TBIPS/TSPS/THS/ProServices procurement vehicles an asset.
Technical Skills:
  • Proficient in the use of Microsoft software, including MS Teams, SharePoint, and Office Suite (Word, Excel, Outlook/Calendar).
  • Good understanding of and experience with an Applicant Tracking System (ATS) and/or Customer Relationship Management (CRM) systems.
  • Experience with vendor management systems is an asset.

  • Ability to work under pressure and meet tight deadlines.
  • Exceptional written and verbal communication skills in English.
  • Proven ability to successfully manage timelines and multiple priorities.
  • Strong professionalism and work ethic: discretion, confidentiality, reliability, and good judgment.
  • Able to work well both independently as well as part of a team.
  • Must be eligible for a Government of Canada security clearance.
  • French language skills an asset.
DURATION: This is a permanent, full-time position with NFR.
