The opportunity
WSP is currently searching for a bilingual Proposal Manager to join a growing Strategic Pursuits & Major Projects ADP Proposal team - Transport & Infrastructure. We are looking to complete our team for major opportunities in the Province of Quebec and in Canada. The Proposal Manager will have an essential role within the team for the success of collaborative development and the production of proposals that stand out for their level of quality, while positioning WSP as a valued partner.
This role requires strong planning, coordination, communication, with emphasis on strong writing skills, for the development of proposals that involve several technical and multidisciplinary teams, external partners, consultants or subcontractors.

What you can expect to do:
- Working with the Strategic Pursuits Director, ADP Major Projects Manager to coordinate implementation of proposal processes and strategic initiatives.
- Communicate and work in collaboration with internal and external technical or management teams including partners, consultants or subcontractors, to plan and ensure proper development at all stages of the cycle.
- Analyze RFQ & RFP requirements and instructions and follow up on addenda and client responses.
- Plan and coordinate deliverables for each section of a proposal according to requirements.
- Participate in global planning, Schedule, Kick-off, Author Kick-off, Win strategy, articulating win themes and messaging, risk and opportunities identification, and strategies for developing and enhancing content within the team.
- Develop templates, instructions, style guides and other development tools to ensure quality and conformity of content.
- Monitor progress and support authors and subject matter experts.
- Develop content including writing or co-writing of some proposal sections.
- Participate in milestone color reviews (Pink, Red, Gold) for content conformity and quality enhancement.
- Coordinate the production of graphic or visual elements and support the project branding process and visual enhancement aspects.
- Review, proofread, edit and format content to ensure conformity, quality, clarity, strength and fluidity.
- Collect, update, share, keep critical content at all phases, and perform proposal close-out procedures. Develop and maintain content libraries for historic project information and past submissions.
What you will bring
- 5 or more years of experience in proposal development or similar environment, preferably in Engineering Consulting, Professional Services or Construction firms. Major projects proposal experience is a plus.
- Bachelor's Degree, technical degree or equivalent work experience in project or proposal coordination, technical writing, journalism, communications or marketing.
- Excellent written communication skills in French, and good written communication skills in English, excellent verbal, and interpersonal communication skills.
- Strong analytical capacities for content and client requirements.
- Strong planning and coordination skills, with ability to establish priorities, set and manage content requirements, content quality and expectations, combined with attention to detail.
- Strong collaborative work capacities, with team, project and client focus, and commitment to working in a team environment.
- Highly developed computer skills, including Microsoft Office suite, SharePoint and cloud-based technology. Adobe Suite is an asset.
