The Proposal Development Manager is responsible for overseeing and managing the development and response strategies for procurement and business development opportunities across all divisions of Bayshore Healthcare. The role requires a seasoned management professional with a proven track record in project management, procurement, and health care administration. The Proposal Development Manager will lead and manage a team of Business Writers to ensure timely and high-quality responses to RFPs and RFxs.

DUTIES AND RESPONSIBILITIES

  • Assign and monitor procurement responses for writers:
Responsible for identifying RFPs that need to be completed, assigning them to appropriate writers, and ensuring that writers have the necessary information and resources to complete their work. They would also be responsible for monitoring progress and ensuring that deadlines are met.
  • Oversee submission process and submission outcome:
Managing the entire process of submitting completed RFPs, including things like reviewing submissions for completeness and accuracy, coordinating with stakeholders to gather necessary documentation, collaborating with Finance and Operations teams to ensure submission is approved for submission, and ensuring that submissions meet all relevant criteria.
  • Recruit, orient, train and mentor Business Writers:
Responsible for recruiting new business writers, orienting them to the company and their role, providing training to help them develop necessary skills, and mentoring them to help them grow and advance in their careers.
  • Manage Business Writer resources:
Managing the resources that business writers need to perform their work, including things like computer hardware and software, office space, and other supplies.
  • Communicating opportunities to business leaders and getting go/no go decisions:
Identifying and communicating opportunities for new business development to the appropriate leaders within the organization. They would also be responsible for obtaining decisions on whether to pursue these opportunities or not.
  • Manage HR processes for Business Writers:
Managing the human resources processes related to business writers, including things like performance evaluations, promotions, and disciplinary actions.
  • Data analytics:
Collaborating with the NSC Data Team and analyzing data related to procurement activities, such as spending patterns, vendor performance, and market trends, in order to identify opportunities for improvement and inform decision-making.
  • Other, ad hoc requests from business leads:
Responding to requests from business leaders that fall outside of the other categories listed here, such as ad hoc research or analysis.
  • Project manage RFPs, RFxs Process until writer available:
Responsible for managing the process of creating content for RFP responses until a writer is available to complete them. This could include coordinating with stakeholders to gather necessary information and developing initial drafts of the procurement responses.
  • Manage procurement scanning:
Managing the process of scanning procurement-related documents, such as contracts and purchase orders, to ensure that they are accurately recorded and accessible.
  • Manage the monitoring of procurement opportunities:
Monitoring potential procurement opportunities, such as upcoming RFPs or contract renewals, in order to identify opportunities for the organization.
  • Monitor and report RFPs, RFXs procurement projects:
Responsible for monitoring the progress of RFPs and RFxs procurement projects, tracking milestones and ensuring that deadlines are met. Ensuring pricing has been approved by Operations Team and matches the response submission requirements. They would also be responsible for reporting on progress and outcomes to relevant stakeholders.
  • Support for RFPs (Bayshore hosted):
Providing assistance and guidance for Request for Proposals (RFPs) that are hosted by Bayshore, which could include: helping internal teams to develop the RFP requirements, coordinating with stakeholders to gather and evaluate responses, and ensuring that submissions meet all relevant marking criteria, with recommendations to business lead on selection of respondents.
  • Conduct regular team meetings:
Leading regular team meetings in order to ensure that everyone is aligned on priorities and progress, and to identify opportunities for improvement. Participate in ongoing internal and/or external continuing education activities
  • Adhere to Bayshore Policies and Procedures.
  • Participate in quality activities and continuous improvement initiatives in keeping with the company\'s Quality Management System
  • Participates in proactive Health & Safety activities while performing all duties. Is responsible to notify immediate Supervisor of any Health & Safety risks or concerns. Responsible for completing Accident Reports for all direct reports who injure themselves on the job, within 24 hours of the incident.
  • Maintains confidentiality of client and corporate information and discusses same only with appropriate Bayshore employees.
  • Complete other tasks as requested.
REPORTING RELATIONSHIPS
  • The Proposal Development Manager will report directly to the National Director, Business Development and Government Relations.
DIRECT REPORTS
  • The Proposal Development Manager will have direct reports (Business Writers) as warranted by the quantity of procurement processes to support the business divisions.
COMMUNICATION AND CROSS FUNTIONAL RELATIONSHIPS
The Proposal Development Manager will communicate with internal stakeholders such as the COO, Managing Directors, National Director Bus Dev/Gov Rel, and external stakeholders such as Procurement Leads, government overseeing portals, and partners.

Qualifications

QUALIFICATIONS
Education
Master\'s level education in health administration, public health, business administration, health informatics, nursing, pharmacy, medical, or other related fields. Research experience. MHA, MBA, CHCL, PMP, PhD, or equivalent.

Experience
Minimum of 5 years\' experience in procurement, project management, and health care administration. Experience in managing and leading a team.

Knowledge, Skills & Technical Abilities
  • Understanding of health care sector in Canada and procurement methodology (private and public sectors)
  • Understanding of data and research, literature reviews.
  • Knowledge of procurement best practices in the Broader Public Sector, government procurement strategies, security clearance processes, pharmaceutical Patient Support Programs in Canada, Real World Evidence, program evaluation, and legal issues associated with procurement in Canada.
  • Excellent project management skills with the ability to manage tight timelines and last-minute changes.
  • Strong analytical and problem-solving skills to optimize scoring in procurement evaluation and allocate resources effectively.
  • Strong communication skills (verbal and written) with the ability to interact with internal and external stakeholders.
