Reporting to Corporate Analytics & Innovations (CAI) section Leader, the Project Specialists will be required to deliver project management services for Asset Information and Mapping (AIM) divisions. The Project Specialist is responsible for leading projects of all sizes. The Project Specialist is accountable for the overall delivery of the projects, ensuring project objectives are delivered within scope, on schedule and within budget. Primary duties include:Manage project integration including project plan development, project plan execution, overall change control; project cost management including resource planning, cost estimating, cost control; and time management. Strategically plan and direct project activities associated with corresponding divisional management agenda. This includes communication (vertical, horizontal, down); risk management; quality control; procurement and change management. Work closely with internal resources to ensure alignment and support for expected outcomes. This includes internal staff resources, budget resources. Functions include organizational planning, staff deployment, team development, budget development, budget expenditures, budget monitoring, budget analysis, budget reporting. Conduct research and provide analyses for new project management practices and procedures focusing on continuous improvement opportunities, such as post project analysis, process analysis, Key Performance Indicators, and best practices, both municipal and private. Investigate and determine root cause of issues and problems. Fulfill all monthly, annual and ad hoc reporting requirements. Participate in divisional strategic planning. Plan, coordinate, communicate and administer to contractors and consultants. This includes preparation of contract documents, preparation of Request For Information or Request For Proposal (RFP) documents and the administration of same. Review and approve payment for services. Assist the Project Manager and Business Analyst on project-related activities as required.


Qualifications

A degree in Geomatics, Geography, Engineering, IT, Commerce, Business Administration/Management with geospatial mapping/process/systems optimization plus at least 3 years of project management experience, including at least 3 years of experience as a project manager; OR A completed 2-year diploma in Geomatics, Engineering, Business Administration/Management and IT related plus at least 5 years of project management experience, including at least 5 years of experience as a project manager. Intermediate proficiency with Microsoft Office suite (Outlook, Excel, PowerPoint, Word). A Project Management Professional (PMP) or AgileScrum certification would be an asset. Experience in creating an RFP would be an asset. Extensive knowledge on Bentley, Autodesk CAD, or ESRI products would be an asset. Extensive knowledge on civil construction drawings would be an asset. Organizational fit with well-developed discretion, diplomacy, and relationship building skills are essential to this position. A strong awareness of cost benefit balance, with a demonstrated self-motivation to manage work within timelines and budget is required. Success in this position requires planning and organizing skills enabling the candidate to balance a challenging workload and manage competing deadlines.

Compensation: Pay Grade 10 $42.62 - 56.97 per hour
Days of Work: This position typically works a 5 day
work week, with 1 day off in each 3 week cycle.

Hours of work: Standard 35 hour work week
