PROJECT OFFICERS, FACILITIES AND PROGRAMS

The Capital Stewardship Branch is looking for two (2) Project Officers for an indeterminate position and a temporary position until May 3, 2024 with the possibility of extension and/or indeterminate status.

The positions are classified as an R\xc3\x89-04 ($59,364 to $75,591 per annum). A pool will also be created for anticipatory staffing for indeterminate or term positions within this or another Division. DETAILED JOB DESCRIPTION
The Facilities and Programs section is responsible for several projects of varying scopes, such as the Rideau Canal Skateway, the Weekend Bikedays, the use of urban parks, the Capital Pathway and parkways, the site and asset rehabilitation and the monitoring and supervision of urban parks and spaces. Reporting to the Senior Manager, Facilities and Programs, the Project Officer assists with the management of comprehensive year-round operational requirements and services, coordinates and directs the contracts, project operations and permits application review and monitoring assigned to them. The individual responds to stakeholder inquiries and negotiates the service delivery and operational requirements and/or restrictions with contractors, partners and clients, for example, with private contractor personnel, staff from the municipalities of Ottawa and Gatineau, organizers of special events and festivals, federal partners, etc. The individual is also responsible to help and ensure that visitors as well as patrons of NCC urban lands have a positive experience. The Project Officer, Facilities and Programs participates in the management of the material and financial resources related to the position. The individual is required to work in extreme weather conditions as well as irregular shift schedules during certain events. The position involves standing and walking for more than three consecutive hours outdoors.
ESSENTIAL QUALIFICATIONS
EDUCATION: Post-secondary degree or diploma in a field related to the position such as Events Planning, Events Management, Events Production and/or Logistics, from the horticultural domain or an acceptable combination of experience, education and training.
EXPERIENCE: Between one (1) and (3) three years of experience in each of the following criteria:
  • Working in an operational or event environment;
  • Administrating many projects simultaneously;
  • Monitoring budgets;
  • Working with multi-disciplinary teams (internal and external);
  • Supervising and monitoring of contracts;
  • Interacting with clients.

KNOWLEDGE
  • Of on-site monitoring practices for quality control;
  • Of event, park, land or maintenance management;
  • Of contract and budget management;
  • Of NCC\xe2\x80\x99s urban lands site use guidelines.

ABILITIES
  • To establish priorities, work under pressure and meet deadlines;
  • To use computer software such as MS Office applications;
  • To supervise onsite operations and provide direction to contractors;
  • To work effectively and efficiently within the project team and individually;

CONDITIONS OF EMPLOYMENT
  • Possess or eligible to obtain Reliability security clearance;
  • Linguistic profile: Bilingual BBB;
  • Possess valid driver\xe2\x80\x99s licence;
  • To work in extreme weather conditions and irregular shift schedules during certain events;
  • Position is in the National Capital Region. The candidate must reside within a commutable distance from the workplace (40 Elgin Street, Ottawa, Ontario).

ASSETS
  • Experience in maintenance operations on a natural ice surface.
