What you'll do
Reporting to the Director of the Office of the Chief Science Officer (OCSO) and under the general guidance and direction of senior staff, the Project Officer is responsible for supporting and leading key aspects of the day-to-day management of the OCSO related programs and projects (e.g. Inspector Training and Qualification Program and Regulatory Operations Training Program). The projects and programs supported by the Project Officer will contribute to the coordinated and harmonized delivery of CNSC regulatory functions and forward looking and ready to respond to current and future challenges.
Throughout various stages of project and program management, the Project Officer will:
  • Lead significant aspects of assigned work to assure the project or program remains on schedule and within scope while minimizing risk exposure
  • Lead key aspects and contribute to the development of the governance structures, charters, performance measures, and other associated plans and reports
  • Manage, monitor and report on program/project stages in accordance with the approved plans, processes and procedures
  • Prepare reports and manage communications at multiple levels
  • Represent the projects or programs at appropriate internal and external committees and groups
Provide consultative expert advice on technical training programs:
  • Develop and manage relationships with SMEs, employees and managers to achieve program outcomes
  • Write training system documents (e.g., policies, procedures, work instructions)
  • Analyze training needs to recommend performance-oriented training and non-training solutions
  • Design and develop training programs to enable worker performance.
  • Coach instructors on training and facilitation techniques
  • Evaluate assigned programs to identify areas for improvement, and lead and/or participate in improvement initiatives
Essential Qualifications:
Education:
A University or College diploma, or an equivalent combination of education, experience and knowledge as defined in this work description.
Language Requirements:
English Essential
Experience:
  • At least five years of experience collaborating in cross-functional teams within a science-based organization
  • using Articulate / Articulate Rise to build e-learning
  • Five+ years using Learning Management Systems and SCORM-based e-learning design and development
  • building and delivering adult technical training programs in both in-person and e-learning environments
  • with MS365 productivity applications such as Planner, Lists, Approvals, and others
  • working with subject matter experts and line managers to develop specialized, science-based training programs
Knowledge of:
  • Strong knowledge of the principles and practices of project management related to a range of high-impact, priority projects/programs
  • Good knowledge of the structure and use of supporting information management systems and tools
  • Broad knowledge of scientific, engineering, and management disciplines relevant to the regulation of the nuclear industry
  • Broad knowledge of licensing and compliance processes and approaches across facilities and activities regulated by the CNSC
  • Strong knowledge of adult learning theories and principles
  • Good knowledge of the strategic goals, mandate, organizational structure and regulatory framework of the CNSC
