Project Description:
The Emergency Health I & IT Solutions & Technology Management Branch (EHSTMB) of the Health Services I&IT Cluster (HSC) supports these services through the acquisition, delivery and support & maintenance of related dispatch technologies, IT and telecommunications used within the Ambulance Communication Centres (ACCs) across the province and in the Branch's Head Office operations. These critical applications and technologies are used by the Ministry to support 24x7 mission critical 911 call taking and ambulance dispatch functions across the province, and includes:
Computer Aided Dispatch (CAD) application and tools
Telecommunication equipment and systems (i.e. Communication Console Systems and FleetNet)
Technologies that digitally connects Land Ambulance Dispatch with other partners in first response and the health system (i.e. Real-Time Data Service and Mobile CAD)
Reporting Applications and Tools
Business Support Applications (i.e. Paramedic Certification, Inspections)
Central Ambulance Communication Centres (CACCs) rely on telephony systems to handle 9-1-1 calls from the public during emergencies and to coordinate responses with other first responders, including Fire, Police, and Ornge.
To support effective communication, consultation, operational readiness, decision-making, and organizational knowledge retention, technology modernization is essential. The implementation of SIP Admin lines will introduce capabilities such as Voice-over-IP and real-time text, integrating both voice and text channels into 9-1-1 call-taking operations.
This initiative will also address key business and regulatory requirements related to performance, service levels, cybersecurity, and data encryption. Multiple system integrations and readiness activities will be necessary to ensure a seamless transition.
A Senior Project Manager/Leader is required to create a structured roadmap for the transition across the province while managing risk and third-party vendor contracts and service level agreements. A Senior Business Analyst is required to capture business need such as call routing, voicemail, compliance requirement while facilitating the testing and validation strategies. A Junior Project Manager/Leader is required to facilitate the coordination of the timelines, track potential issues, and to ensure clear communication between leadership, IT teams and end-users. :

  • Gather and develop requirements to create and maintain a detailed project and implementation schedules and/or integrated plans
  • Experience developing and managing project schedules, deliverables, and scope
  • Ability to promote I&IT project management best practices and adherence to standard methodologies
  • Demonstrated experience directing teams to ensure deliverables are delivered on time and adhere to government and ministry standards
  • Extensive experience coordinating and monitoring project, implementation and support processes, and developing/communicating guidelines and procedures
  • Resolve resourcing and inter-personal conflicts, negotiate changes to resourcing, ensure knowledge is shared among team members such as project objectives and deliverables are met
  • Effectively manages large project budgets and ensures a high level of fiscal control and accountability including estimates, gating, forecasts, and reconciliation/confirmation of actuals
  • Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed
  • Articulate and prioritize issues and risks at senior executive levels and recommends mitigation strategies for decision makers
Experience and Skill Set Requirements:
Project Management Skills
  • IT Solution Development Project Management experience (as appropriate to the specified experience and level) and use of Project Management software (as appropriate to the specified experience level). - 5+ years
  • Knowledge of latest developments and leading practices in the project management industry and profession, (e.g. PMBOK) and familiarity with best practices in other industries, sectors or jurisdictions related to project management methodologies.
  • Experience in the development (Java or c++) and implementation of project management processes, plans, and communication tools using SQL and/or other similar tools.
  • Experience in creating portfolio plans, monitoring performance against plans and generating progress reports using earned value or similar techniques.
  • Experience in Waterfall and Agile project management methodologies
  • An experienced individual with a proven track record for meeting strict deadlines and supporting cross-functional teams to ensure work on tasks/milestones remains within time and cost constraints.
  • Knowledge of OPS Integrated Project Management Framework and Methodology
Communication/Soft Skills
  • Excellent analytical, problem-solving, and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills.
  • Demonstrated experience preparing and distributing project updates, progress reports to stakeholders while managing expectations pertaining to scope and timeline constraints.
  • Demonstrated experience communicating across many functional areas to actively engage stakeholders and manage client expectations with diverse interests, technical and non- technical backgrounds using the appropriate level of political acuity and messaging for the audience.
  • Strong discipline in resolving resourcing and inter-personal conflicts, ensures knowledge is shared among team members to achieve project objectives.
Technical Skills
  • Experience with SQL, Linux, Windows 2016/19 servers, subnets, vlans, trusted/untrusted zones, DNS, VM(virtual Machines, hyper converge(HCI), IP, active directory (AD), NTP, VPN, remote desktop
  • Knowledge and experience with current and emerging technologies, including all server computer system technologies, network, security, and theory and principles of operating systems, systems design and development
  • Knowledge and experience with systems analysis and design methods and techniques to develop systems and methods for managing servers
  • Knowledge and experience with testing and implementation methods and practices
Nice to have:
  • Knowledge of PSAP, CAD (computer aided device) Canadian Next Generation 911,ESINet, E911
Stakeholder Management & Leadership
  • Able to establish and manage stakeholder relationships.
  • Able to communicate in business language and with technology expertise.
  • Able to appropriately assign work packages to assigned resources and manage to ensure timely and quality delivery.
