Job Description

OVERVIEW:



Reporting to the Director of Land Development (DoLD), the Project Manager is responsible for the day-to-day management and delivery of non-market housing development projects from early planning through construction completion and occupancy, while overseeing consultant teams, project schedules, budgets, procurement processes, approvals, and risk management. By applying strong technical knowledge of affordable housing development, regulatory processes, and public-sector funding frameworks, this position will manage projects typically funded by BC Housing, CMHC, and other senior government and Indigenous funding partners; coordinate multiple internal and external stakeholders to ensure timely and effective project delivery; and ensure projects remain aligned with organizational objectives, Indigenous values, and funding requirements. This position works closely with internal operations, finance, and governance teams to support successful project outcomes.

KEY ACCOUNTABILITIES:



Manage assigned non-market housing development projects from site acquisition or project award through design, approvals, construction, and handover to operations. Act as the primary point of coordination between internal teams and external consultants, including architects, engineers, cost consultants, project managers, and construction managers or general contractors. Develop, monitor, and maintain detailed project schedules, cash flows, and budgets, including Class D through Class A estimates. Support procurement strategies and contract administration, including consultant agreements, development management agreements, and construction contracts (e.g., CCDC, design-build). Coordinate municipal planning and permitting processes, including rezoning, development permit, building permit, and servicing approvals. Support funding applications, reporting, and compliance requirements for BC Housing, CMHC, municipalities, and other funding partners. Identify project risks and issues, develop mitigation strategies, and escalate matters as required to senior leadership. Monitor project performance to ensure alignment with approved scopes, funding agreements, Indigenous design principles, and organizational standards. Prepare briefing materials, reports, and recommendations for senior management, internal committees, and the Board of Directors. Support community engagement and coordination with Indigenous partners and local stakeholders, as required. Lead project close-out activities, including deficiency management, commissioning, occupancy readiness, and transition to operations.

QUALIFICATIONS:



Education, Training & Experience



Post-secondary degree or diploma in project management, urban planning, architecture, engineering, construction management, real estate development, business administration, finance, or a related field. Minimum five (5) years of progressive experience in residential or mixed-use development, with direct experience in non-market or affordable housing projects preferred. Demonstrated experience managing projects funded by BC Housing, CMHC, or other public-sector funding programs. Experience coordinating multidisciplinary consultant teams and working with municipalities and approval authorities. Knowledge of construction delivery models and standard industry contracts is an asset. Professional designation (e.g., PMP, P.Eng., RPP, AIBC, or equivalent) is considered an asset.

Knowledge, Skills & Abilities



Strong understanding of non-market housing development processes, from feasibility through construction and occupancy. Working knowledge of BC Housing and CMHC funding frameworks, reporting requirements, and design and construction standards. Ability to manage complex schedules, budgets, and competing priorities across multiple projects. Strong analytical and problem-solving skills, with the ability to anticipate risks and implement practical solutions. Excellent written and verbal communication skills, including the ability to prepare clear reports and present information to senior leadership and governance bodies. Proficiency with standard project management, budgeting, and scheduling tools. Demonstrated ability to work collaboratively in a multidisciplinary, values-driven environment. High level of organizational skills, attention to detail, and accountability. Cultural awareness and sensitivity, with respect for Indigenous cultures, values, and community-based approaches to housing development.
