:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto\'s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.Our Third Party Projects Review (TPPR) department is seeking a Development Planner (formal position title is \'Project Manager\') within the GO Transit/Light Rail Transit (LRT) Adjacent Development team. The Planner will provide technical direction on planning applications for a variety of Third Party development projects along Metrolinx corridors. This Planner will liaise between TPPR, the Metrolinx Development team, and third party applicants and will lead discussions, provide technical information and build l partnerships with the development community to leverage the value of Metrolinx land and deliver transit stations. These projects may be located in proximity to, within, or over Metrolinx owned heavy rail transit corridor rights-of-way and their associated assets. Engagement with internal Metrolinx departments, development project teams, the Third Party Technical Advisors, and other government agencies, including Infrastructure Ontario and MTO, will be required to advance these projects while ensuring a safe and reliable transit system.What will I be doing?

  • Lead a multi-disciplinary team comprised of Metrolinx staff, government agencies, external stakeholder groups, technical advisors, and project contractors in the review and approval of development projects that are adjacent to existing and planned heavy rail corridors, from the pre-application consultation phase through to project construction and close-out.
  • Review Planning Act applications and related submissions to provide feedback within the municipal planning regime and/or confirm compliance with Metrolinx requirements, processes, regulatory obligations, and guideline documents to ensure there are no adverse impacts safety and to the design, delivery, and operation of existing and planned Metrolinx infrastructure.
  • Review and evaluate development project plans, studies, reports, construction schedules, transit operating schedules and contract documents, to assess potential impacts and opportunities, identify and address potential obstacles, and promote successful project implementation in a timely manner.
  • Develop and manage relationships to ensure affected internal and external parties are suitably engaged.
  • Provide direction to developers, consultants, and other internal/external stakeholder teams with respect to technical and process considerations - including the review, commenting, implementation and ultimate close-out of projects.
  • Lead negotiations with stakeholders, including engagement with senior management as required, to gain acceptance regarding proposed actions, address issues, and finalize directions in what may be, on occasion, a high pressure, politically sensitive environment.
  • Conduct site visits to assess prevailing conditions and, together with the team\'s Construction Compliance Officer, ensure conformity of project construction with approved plans.
  • Represent TPPR in engagement with Infrastructure Ontario and Metrolinx Development teams.
  • Document reporting for Third Party and Metrolinx Development project review progress, issues management, permit status, lessons learned and Key Performance Indicators (KPIs).
  • Review and apply relevant technical, safety, legal, and corporate requirements.
What Skills and Qualifications Do I Need?
  • Completion of a degree in Urban and Regional (Land Use) Planning, Transportation Planning, Civil Engineering, and/or a related discipline - or a combination of education, training and experience deemed equivalent.
  • Demonstrated years\' progressive experience in the transportation, municipal planning, and/or urban development industry - with direct involvement in transit corridor-related development/construction an asset.
  • Experience with urban planning, heavy and light rail infrastructure operations/construction, and/or transportation planning principles and practices, right of way permits and third-party project approvals.
  • Knowledge of applicable legal and regulatory requirements governing delivery of transit services (e.g., Planning Act, Building Transit Faster Act, Environmental Assessment Act, Transport Canada (TC), Canadian Rail Operating Rules (CROR), Railway Association of Canada (RAC), Ontario provincial and municipal standards and best practices, contracts, and environmental legislation.
  • Experience with Ontario Land Tribunal (OLT) hearings an asset.
  • Full or Provincial membership in a professional planning body (Registered Professional Planner (RPP and MCIP); or Project Management Professional (PMP) certification or partial completion is an asset.
  • Project management experience to manage assigned projects of high value and complexity and supervise staff engaged in all stages of project management from start to close-out.
  • Working knowledge of Geographic Information Systems (GIS) software is considered an asset.
