Position Overview:
The
Project Manager
is a dynamic role responsible for delivering multi-disciplinary projects, supporting procurement processes, developing technical and consulting deliverables, reviewing agreements, and supporting clients in making informed decisions. This role combines project execution, procurement, leadership, and professional consulting reflecting Spruce River's integrated service model.
The ideal candidate is an emotionally intelligent, skilled communicator, strong writer, capable technical generalist, and trusted advisor who can navigate both project planning and higher-level consulting assignments.
Key Responsibilities:
Project Management
Full lifecycle delivery of infrastructure, building sciences, civil, energy, telecom, and other projects.
Develop and manage project schedules, budgets, risk registers, cash-flow forecasts, progress updates, engagement plans, resource plans, and reporting.
Coordinate project activities - engineering, design, environmental, construction, etc.
Prepare high-quality project reports, presentations, and status updates for clients and stakeholders.
Implement and maintain standardized project controls.
Coordinate and lead project meetings, take meeting notes, and record and track action items.
Ensure compliance with health, safety, and environmental regulations as well as industry standards.
Support QA/QC of technical deliverables, drawings, specs, and engineering reports.
Prepare, review, and administer TORs, RFPs, RFQs, ITTs, and other procurement documents.
Support procurement processes, evaluate submissions, and prepare award recommendations.
Review contracts, MOUs, service agreements, construction agreements, funding agreements, etc.
Understand permitting pathways (ESA, environmental, O.Reg., building code, etc.).
Support contract negotiations and risk allocation.
Mentoring project coordinator(s) and other junior staff.
Consulting
Conduct SWOT analyses, needs/gaps assessments, market/environmental scans, feasibility studies, business plans, strategic plans, capital planning, and financial modelling.
Review agreements, land use considerations, operational agreements, bylaws, and governance structures.
Support economic development, infrastructure planning, and strategic initiatives.
Assist with defining client objectives, long-term plans, and implementation pathways.
Prepare high-quality written deliverables reflecting the firm's consulting standards.
Qualifications:
Required
A degree or diploma in business, engineering, project management, or a related field.
Minimum of 7+ years of proven experience delivering private development and/or infrastructure projects.
PMP, P.Eng, C.E.T., CPA, or equivalent professional designation.
Proficiency in Microsoft Office Suite.
Strong communication and writing skills (i.e. reports, business cases, agreements, procurement documents).
Strong financial management acumen (i.e. budgets, schedules, forecasting, financial modeling).
Valid Class G Driver's License.
Willingness to periodically travel to rural or remote communities and other locations as required.
Demonstrated experience with Northwestern Ontario, including its geography, demographics, people, and cultures.
Preferred
Demonstrated experience working with or for First Nations and/or Indigenous organizations.
Demonstrated experience in building sciences, civil, telecom/fibre optic, and/or energy projects.
Demonstrated experience preparing or evaluating RFPs, TORs, RFQs, or procurement packages.
Demonstrated experience reviewing contracts, agreements, and technical deliverables.
Knowledge of public-sector or Indigenous procurement frameworks.
Demonstrated experience conducting strategic consulting assignments.
Demonstrated experience reviewing, interpreting, and analyzing public policies.
Ability to build and maintain professional relationships and work collaboratively with culturally diverse clientele.
