JOB SUMMARY



The mandate of the Rail Construction Program is to transform, develop, grow, and sustain Ottawa's Light Rail Transit Systems as a component of the City of Ottawa's overall transportation and mobility strategy.



You are responsible for traffic management oversight for the Stage 2 Light Rail Transit (LRT) project within the City's Rail Construction Program including traffic works associated with multiple phases of the project. You are responsible for reviewing traffic submittals including traffic control plans and staging design drawings; monitoring, tracking and reporting on traffic works and performing site visits.



You work closely with the City's traffic services team. You are responsible for interfacing with contractors and coordinating proposed traffic closures with internal and external stakeholders. You are responsible for resolving traffic-related issues, developing strategies to advance construction works while minimizing traffic impacts to the public, ensuring deficiency resolution, and respecting the traffic budget.

EDUCATION AND EXPERIENCE



Completion of 4 year university degree in Civil Engineering or Urban Planning, with a transportation focus


Minimum of 5 years of related experience with at least 3 of these years with direct experience in traffic-related project management.

KNOWLEDGE


City of Ottawa Official Plan (OP), Transportation Master Plan (TMP) Provincial Environmental Assessment/Highway Traffic/Municipal Acts Technical standards including the City Area Traffic Management Guidelines, the Ontario Traffic Manual, the Manual of Uniform Traffic Control Devices for Canada, and the Canadian Guide to Neighbourhood Traffic Calming Engineering planning and design standards and related national, provincial and other regulatory codes and practices for transportation facilities Structure and processes of government, including inter-governmental stakeholders (municipalities, provincial and federal government) and municipal, provincial and federal jurisdictions Community and technical consultation processes and procedures Research methods used in gathering, analyzing and evaluating data Capital budgeting process Processes for developing RFPs and the consultant selection process Computer applications pertaining to project management, database management, spreadsheet, word processing, e-mail and use of the Intra/Internets Protocols for preparing reports, briefings and other communiques and those pertaining to public consultation, and responding to senior management/councillor inquiries Principles of project management, cost containment/control and reporting of multi-year, highly complex, high-dollar value projects Knowledge of applicable health and safety legislation, including the rights and duties of workers.
