As we expand our footprint within government and institutional construction, we're seeking an experienced Project Manager & Procurement Lead to spearhead our public-sector bidding and contracting initiatives with strategic insight and operational leadership.

As Project Manager & Procurement Lead, you will drive Luxuria's success in government contracting, leading bidding and procurement strategy, ensuring compliance, and overseeing execution from award to completion.

Key Responsibilities



Lead the full lifecycle of government RFPs, RFQs, and tendering processes: review documents, set strategies, develop pricing, coordinate submissions, manage clarifications

Create procurement strategies aligned with public procurement laws, policies, and best practices

Develop and manage procurement documents: RFIs, RFPs, contracts, evaluation matrices, checklists

Coordinate with internal teams (estimating, operations, design, finance, legal) to ensure bids are competitive, compliant, and complete

Prequalify, select, and manage subcontractors and suppliers: performance monitoring, contract oversight, relationship building

Negotiate contracts, manage change orders, resolve disputes, and mitigate contractual risk

Oversee execution of awarded projects: scheduling, cost control, quality assurance, contract administration

Monitor project progress, identify risks, escalate issues, and proactively implement mitigation strategies

Ensure thorough documentation, audit readiness, and compliance throughout contract lifecycle

Develop and maintain relationships with government clients, municipalities, and regulatory bodies

Lead or mentor any procurement/contract support personnel

Qualifications & Experience



Bachelor's degree in Engineering, Construction Management, Business, Procurement, or a related field

7-12 years of experience combining project management and procurement / contracting roles in construction or infrastructure

Demonstrated success in public sector / government bidding and procurement

Strong understanding of Alberta and federal procurement legislation, contract models, and compliance requirements

Excellent skills in cost estimation, financial analysis, life-cycle costing, and risk modeling

Strong negotiation, contract drafting, and stakeholder engagement capabilities

Proven ability to lead multidisciplinary teams and drive project delivery

Proficiency with project controls and scheduling tools (e.g. MS Project, Primavera) and procurement systems

Professional certifications (e.g. PMP, CPPB, or equivalent) are an asset

Clear, confident communication (verbal and written) with technical and nontechnical stakeholders
