Job Description

As Project Manager, you will be responsible for the execution of a specific in-service repair and maintenance project for Halifax Class frigates under the HCWPC Program at Davie. This includes the development and delivery of a project execution plan, encompassing all phases of the in-service support for a specific ship or ships contracted to the company by the Royal Canadian Navy. The Project Manager will have responsibility for the execution of the repair and maintenance activities and for ensuring that all project management responsibilities are carried out effectively, with the support of the various functional support teams including engineering, planning, project controls, supply chain, finance, legal, and production. More specifically, you will:


Establish a project plan based on the repair and maintenance strategy, taking into account the scheduling of the plan's activities covering the entirety of the company's functions, including subcontracted activities. Organize and lead a dedicated project team through Davie's matrix organization, ensuring the team is highly motivated to safely deliver quality products timely and within budget. This includes building strong working relationships with the functional departments to ensure the project is staffed with the right expertise and capacity. Identify, set, and monitor key performance indicators with the frigate team to ensure the project is effectively delivered, including monitoring of scope, schedule, and cost performance. Participate to the client-supplier relationship by acting, upon request, as a key interface for client relations. Establish and implement a quality plan with support from the Quality Control Department Ensure that project-specific processes are respected. Lead project-related client and internal meetings with timely preparation of agendas and follow-up with meeting minutes. Manage interfaces between the different project stakeholders. Produce monthly and quarterly project reports. Identify risks and put contingency plans in place to mitigate them. Lead the project team in such a way that fosters motivation, satisfaction, loyalty, and effectiveness, ensuring team members are committed to achieving project goals standards, as well as those of the overall program and company. Complete all probationary and subsequent performance reviews for the project team. Ensure that all project employees have received sufficient training for their role. React appropriately to actions that require disciplinary action by working in conjunction with Human Resources and HSE as required.

Qualifications




Progressive experience in project management to include a minimum of five (5) years' project management experience in the last twelve (12) years, with a minimum of one Government Marine Level Three maintenance project involving at least 400,000 labour hours. Bachelor's degree in Engineering, Construction Management, Business Administration or equivalent technical trades training. Strong Is familiarity with cost and schedule control methodologies as contained in AACEi and PMI (PMBok) standards, with a sound understanding of project delivery phases, associated activities, and deliverables. PMP certified (an asset) Working knowledge of Earned Value Measurement (EVM--ANSI EIA-748B) in design, engineering, procurement, and construction. Working knowledge of risk management principles and methodologies. Expert-level knowledge and demonstrated understanding of the interrelationship of a well-defined technical scope, quality scheduling and estimating, sequencing and execution of navy ship repair and related procurement activities. Effective written and verbal communication skills, with the ability to clearly identify and articulate issues to senior management. The nature of the work requires a high degree of teamwork and cooperation with other team members, including fast-paced deadline pressures. Successfully complete the investigation and security clearance process required under the Federal Government's Contract Security Program.
