Job Summary


Reporting to the Senior Project Advisor, Plant Capital and Engineering, this role is responsible for the delivery of water and wastewater treatment capital projects, ensuring engineering and construction projects are delivered on schedule and on budget.

Duties & Responsibilities


  • Manage and deliver capital water and wastewater treatment projects from conception through completion under the guidance of the Senior Project Advisor.
  • Liaise with internal stakeholders to refine project requirements and timelines.
  • Implement and provide project management through budgeting, planning, design, schedule control, construction, and commissioning with a high degree of autonomy.
  • Responsible for detailed project planning and business case development, including scope prioritization, as well as schedule and cost definition.
  • Selects, directs and supervises consulting engineers in the design and construction of Regional capital works.
  • Provide innovative solutions to complex challenges; research and make recommendations to adapt to new technologies, techniques and materials.
  • Liaise with Municipal, Provincial and Federal Agencies to obtain all necessary approvals and permits for the implementation of projects.
  • Communicates project requirements and information to the public and elected officials through correspondence, Public Information Centers and Staff Reports.
  • Ensures projects are designed and constructed according to engineering best practices and Health and Safety Regulations for non-development and development projects.
  • Negotiates and resolves claims and disputes from contractors.
  • Support the delivery of the Corporate Strategic Plan as it applies to the Water and Wastewater Treatment Division.
  • Educates, coaches, and mentors junior project/engineering staff.
  • Represents the Section on departmental or corporate committees as required.
  • Performs other duties as assigned.


Skills & Qualifications


Essential
  • Post-Secondary Degree/Diploma in Civil Engineering (or similar), Professional Engineering License.
  • A minimum of five to seven (5-7) years of directly related experience in the areas of design, construction, contract administration and the commissioning of water and wastewater treatment facilities and pumping stations.
  • Experience delivering complex and innovative capital projects on schedule and on budget.
  • Expert project management, strategic planning, and analytical problem solving skills.
  • Strong oral and written communication skills, along with strong facilitation, negotiation and dispute resolution skills, are required to interface with multiple stakeholders including Regional staff, contractors, consultants, council and the general public.
  • Knowledge of evolving technologies, in-depth technical engineering and construction knowledge and be familiar with relevant standards, documentation and legislation (Safe Drinking Water Act, Clean Water Act, Ontario Water Resources Act, Environmental Protection Act, American Water Works Association Standards, Construction Act, Occupational Health and Safety Act, etc.).
  • An equivalent combination of education and experience will be considered.

Preferred
  • A Project Management Professional (PMP) designation.

  • The successful incumbents must be flexible in working hours as there may be frequent trips to operational facilities and project sites.
  • Incumbent must supply their own transportation and will be required to provide a copy of their driver\xe2\x80\x99s license by their first day of employment.

  • Offers of employment will be made on condition that the Regional Municipality of Halton receives a current (obtained within the past six (6) months), original and acceptable Criminal Records Check (CRC) by their first day of employment. CRC\xe2\x80\x99s must be obtained directly from local police service.
