Main Purpose and Function

The Project Manager II focuses on the early stages of development of PEF (Property Endowment Fund - within the Real Estate and Facilities Management (REFM) department properties and VAHEF (Vancouver Affordable Housing Fund in the Arts Culture Community Services (ACCS) department properties. The emphasis is on the early stages of capital projects, with an emphasis on long-term planning, site optimization and feasibility options that test land use and built form. The objective of this work is to find the best value and outcome and to inform the decision making process going forward. Long-term planning ensures that the City meets its present and future service needs in the most efficient and financially sustainable manner, aligning with the City\xe2\x80\x99s strategic goals.

Working in support of and collaboration with Real Estate\xe2\x80\x99s Senior Leadership Team and VAHEF Leadership and Development Managers, the Project Manager II will also be responsible for providing a high degree of knowledge associated with zoning, rezoning, planning tools and methodologies while assisting in negotiations with various departments and internal and external stakeholders..

Specific Duties and Responsibilities

  • Focuses on the early stages of projects, with an emphasis on long-term planning, site optimization and feasibility options that test land use and built form.
  • Oversees physical master planning, site planning, feasibility options that test land use and built form.
  • Provide comprehensive knowledge about related Vancouver zoning bylaws, Vancouver building bylaws and policies applicable to projects.
  • Prepares rezoning submissions, reports and graphics, makes presentations to the Real Estate department as well as, to relevant Panels, including the Urban Design Panel, the Development Permit Board, City Council and in public meetings and sessions.
  • Provide technical support and architectural advice to the Real Estate Services team members.
  • Monitors the progress of the work related to budget, schedule, sustainability, quality and completeness; identify problems; evaluate if alternate approaches should be taken to meet targets.
  • Ensures that projects can meet all the program requirements and be delivered within the approved budget and timelines.
  • Represents the City interest in meetings as the owner\xe2\x80\x99s Project Manager.
  • Reviews legal agreement with consultants, contractors etc. and recommend actions as appropriate.
  • Represents the Department on City committees as required.
  • Prepares project descriptions and/or conceptual plans to illustrate project requirements for project justification.
  • Provides technical oversight of spaces delivered to the City through private developments.
  • Prepares project information for Council Reports for approval by senior staff and Council.
  • Acts as the City\xe2\x80\x99s representative and liaise between consultants, clients and City departments in matters pertaining to projects program, design, construction and contracts.
  • Manages projects to ensure that the program of requirements, including the City\xe2\x80\x99s sustainability policies, are incorporated into the projects.
  • Reviews plans at various stages for conformity with the program of requirements, cost-effectiveness, and inclusion of later requests made through correspondence or meetings.
  • Reviews consultants\xe2\x80\x99 review and testing reports and recommend action where appropriate.
  • Other duties/responsibilities as assigned.
Qualifications

Education and Experience:
  • University degree in Architecture and registration as a Member of Architecture Institute of BC. Project Management training/certificate such as a PMP designation and /or membership or eligibility for membership in the Planning Institute of British Columbia would be an asset.
  • Minimum 8 years\xe2\x80\x99 experience in professional experience in architecture and urban design or an equivalent combination of education and experience and a minimum of 7 years proven and progressive project management experience in development.
Knowledge, Skills and Abilities:
  • Considerable knowledge of residential building design and construction practices.
  • Considerable knowledge of institutional building design and construction practices.
  • Considerable knowledge of sustainable building design and construction practices.
  • Considerable knowledge of structural and non-structural design principles.
  • Considerable knowledge of City of Vancouver Permit practices.
  • Comprehensive knowledge of the City of Vancouver Planning processes, tools and methodologies
  • Knowledge of the design and construction of civic buildings.
  • Working knowledge of AutoCAD or similar drafting software, Sketch Up, Photoshop, Adobe Illustrator etc.
  • Ability to utilize urban planning principles and urban site optimization
  • Ability to project manage civic buildings and related facilities.
  • Ability to provide high level estimated costs of a variety of building projects, types of materials, methods of estimating and classes of estimates.
  • Ability to prepare and manage capital budgets.
  • Ability to prepare construction specifications and consulting agreements
  • Ability to review, analyze and effectively critique building plans, specifications and contract documents.
  • Ability to deal effectively with architects, engineers, contractors, City Departments and the general public to establish cooperative working relationships.
  • Ability to analyze complex situations, determine appropriate courses of action and prepare reports related to the same for discussion.
  • Ability to write clear, concise and complete reports.
  • Excellent interpersonal and written communication skills.
  • Results-oriented with the ability to effectively manage multiple projects with tight time lines.
  • Knowledge of the City\xe2\x80\x99s set of business programs: Word, Excel, Powerpoint, Outlook etc.
  • Valid Driver\xe2\x80\x99s License for the Province of BC.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 \xe2\x80\x93 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

The City\xe2\x80\x99s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
