Project Manager - Engineering & Construction (RFP 25-169)
Location: Bowmanville, ON (100% Onsite)
Position Overview
Ontario Power Generation (OPG) is seeking experienced Project Managers to lead the delivery of complex, multidisciplinary engineering and construction projects at the Darlington site.
In this role, you will oversee all phases of project execution -- from initiation and planning through execution, monitoring, and closeout. You will manage scope, schedule, cost, quality, and risk, ensuring that all project objectives are achieved safely, efficiently, and in compliance with OPG's Project Management governance and standards.
This position is ideal for professionals with a strong technical foundation in power generation, utilities, or industrial construction who excel at leading cross-functional teams and managing large, multi-contract capital projects.
Key Responsibilities
Lead the planning, coordination, and execution of assigned projects across multiple disciplines, ensuring alignment with OPG's Project Management governance framework.
Manage all project phases -- identification, initiation, definition, execution, and closeout -- ensuring deliverables meet safety, quality, budget, and schedule targets.
Develop and maintain project documentation including charters, management plans, scope definitions (WBS), schedules, cost estimates, risk assessments, and communication plans.
Support the preparation of business case submissions and funding approvals for senior management, the Executive Office, and the Board of Directors.
Prepare and oversee contracts, including technical specifications, tender packages, bid evaluations, and purchasing recommendations.
Lead meetings and coordinate progress among internal stakeholders, contractors, vendors, and field operations teams.
Monitor and report on project cost, schedule, and performance metrics; analyze variances and implement corrective actions as required.
Manage risk and change processes, ensuring all modifications are properly documented and approved.
Ensure compliance with corporate, environmental, quality, and health & safety standards throughout all project phases.
Serve as the primary point of contact for internal and external stakeholders, regulatory agencies, and vendors.
Conduct site visits to monitor work progress, assess issues, and gather insights for continuous improvement.
Supervise and provide guidance to team members, assigning tasks, reviewing work, and ensuring deliverables meet project requirements.
Oversee preparation of project turnover documentation, ensuring all deficiencies and outstanding actions are addressed.
Maintain awareness of evolving best practices in construction, scheduling, estimating, and cost management to drive continuous improvement.
Outage Control Centre (OCC) Assignment
This position includes serving as a Project Representative within the Outage Control Centre (OCC), which requires:
12-hour rotating shifts for the duration of the two-year assignment.
Office-based work with extended walking and plant site access.
Site-security clearance at the Darlington Nuclear Generating Station.
CSA-approved protective footwear meeting CSA Z195 requirements (green triangle and white omega markings).
Qualifications
Education:
Bachelor's degree in Engineering, Project Management, or a related technical field.
Additional post-secondary coursework in Business Economics or Project Management is an asset.
Experience:
6-8 years of progressive experience managing engineering, construction, or industrial projects, preferably within the power generation or heavy industrial sectors.
Proven ability to plan, execute, and close projects involving multiple contracts and stakeholders.
Strong understanding of project management principles, including scope, schedule, cost, quality, and risk management.
Experience in contract administration, procurement, and vendor management.
Familiarity with project accounting, forecasting, and cost control practices.
Knowledge of construction methods, industry codes and standards, QA/QC, and health & safety regulations.
Demonstrated ability to manage competing priorities and lead multidisciplinary teams.
Excellent communication, leadership, and stakeholder management skills.
Prior experience working in or around power generation or nuclear facilities is an asset.
Additional Requirements
Ability to work extended or rotating shifts as required by project schedules.
Must meet all OPG site and safety requirements.
Willingness to travel to project, supplier, or manufacturing sites within and outside of Canada.
