About Our Opportunity

The Project Manager will become familiar with how municipalities plan for, build, and maintain infrastructure assets that exist to provide services that are critical to maintaining our standard of living, safety, well-being, and economic prosperity. This is an opportunity to work with a wide range of disciplines related to municipal assets, individually and in groups, such as municipal administrators, elected officials, engineers, accountants, planners, technicians, facility operators, IT professionals, and others.

Under the general direction of the Manager of Asset Management (AM) in the Municipal Infrastructure Group, the Project Manager is accountable for the successful delivery of projects which support the advancement of AM practices across Nova Scotia through the development of standardized processes, tools, and applications for municipalities.

Primary Accountabilities

As Project Manager you will manage internal projects focused on the delivery of the Nova Scotia AM Program. You will be responsible for:

  • Managing asset management initiatives and projects including developing terms of reference and scope of work, monitoring and reviewing deliverables, tracking project budget, and administering contracts and agreements with consultants, contractors, and Municipalities.
  • Building relationships and working collaboratively with municipal administrators, engineers, and elected officials, and others to identify AM needs and opportunities.
  • Managing the development of AM tools, resources, and best practices to support municipalities.
  • The capture and analysis of large, complex data sets
  • Developing customized reports for a variety of technical and non-technical audiences.
  • The integration of information from a wide range of disciplines to meet AM program goals and objectives.
  • Providing a smooth transition to end users by ensuring products are ready for use.
  • Providing recommendations to senior management regarding municipal infrastructure projects and initiatives.
Qualifications and Experience

You have completed a Bachelor of Engineering (civil, municipal, environmental, or equivalent) and have at least six (6) years of relevant experience. You must be a Professional Engineer (P. Eng) in good standing or eligible for registration with Engineers Nova Scotia.

In addition to the above, you ideally have experience or can demonstrate knowledge of:
  • Asset management, infrastructure lifecycle analysis and capital planning
  • Project management
  • The principles and practices of municipal engineering including municipal water systems infrastructure, solid waste management, transportation, and municipal buildings
  • Geographic Information Systems
  • Climate Change
You have a high level of proficiency in the use of standard computer-based database management and spreadsheet software, including the ability to design and produce standard and customized technical reports. Strong communication skills, both verbal and written, are required, including the ability to prepare written reports with recommendations, and deliver verbal presentations to a variety of groups and audiences. Strong interpersonal, leadership, management, and sound judgment skills are required.

While not required, it is considered an asset if you have:
  • Asset management training certification (e.g. IAM, PEMAC, IPWEA), or willingness to obtain
  • Working knowledge of provincial environmental regulations and provincial procurement policy
  • Experience working with municipalities in both urban and rural settings

Working Conditions

This position has a combination of office and occasional fieldwork. Field work occurs in fair weather conditions and normal hazards associated with construction sites and working with or near heavy equipment are present.

Additional Information

The position requires occasional travel throughout the province. A valid NS Driver\'s License is required.

This is a term opportunity with an anticipated end date of November 21, 2024. The appointment status (\'term\', \'temporary\', or \'casual\') is dependent on the start date of the successful candidate.

Pay Grade: PR 18

Salary Range: $3,215.50 - $3,781.51 Bi-Weekly
