Purpose:
This incumbent is responsible for the planning and construction of assigned Domestic Corporate Premises projects. The incumbent is accountable for reviewing detailed space plans, feasibility studies, construction drawings and specifications. The incumbent will be fully responsible for retaining the external design consultants, contractors and engineering consultants through a detailed quoting, request for proposal and or tender process. The incumbent will prepare budgets, schedules, award of contracts, and manage the construction process including project closeout. Renovations, expansions, relocations, new locations, and special moves are all within the incumbent\xe2\x80\x99s mandate, with an initial focus on smaller scaled projects valued under $250,000. The incumbent is accountable for directing and coordinating all aspects of projects, to ensure that the work is completed on time and within budget.
The incumbent must ensure that the delivery of service is consistent with the ScotiaService Standards and Complaint Resolution Standards and Procedures and agrees to adhere to the Bank\xe2\x80\x99s Guidelines for Business Conduct.

Accountabilities:
1. Manage the overall design process to maximize the value of all information from various Corporate Premises\xe2\x80\x99 internal customers by identifying and defining client requirements through interviews and the planning process, preparing estimates and budgets, controlling the tendering process, and managing consultants and contractors through the design and construction process.
2. Control the budget and costs factors for each project by managing the Project Expenditure (PX) process, setting up and obtaining required approvals for project budgets, managing the tendering process, controlling and managing expenses (both internal and from non-Bank contractors and consultants), and acting as a control point to monitor all financial aspects during the course of a project.
3. Initiate the implementation of finishes, interior design layouts, and construction drawings to ensure adherence to Bank standards, identifying, negotiating and hiring qualified external design and construction firms, coordinating the procurement and cost-effective quality control of all required equipment and services, conducting site inspections, expediting and coordinating change orders, and providing contract administration services.
4. Manage the development and progress of all projects by creating, negotiating, and monitoring performance schedules, cashflow, dependencies and resources, and all other critical activities, and reporting status, delays, potential problems and recommended solutions to management on a monthly basis.
5. Manage the hiring of consultants and selection of trades and vendors, organizing security, telecommunications, voice services, elevator, and building access, identifying, selecting, and directing trades on-site during construction and relocations, and identifying and expediting resolutions to deficiencies following relocations and reconfigurations.

Requirements:

  • The incumbent must be a skilled and qualified professional with experience in the fields of interior design, architecture, project and construction management, with an academic degree in project management, interior design or architecture.
  • 2 - 3 years experience of managing construction and interior design projects.
  • Professional affiliations would be considered an asset but are not mandatory.
  • The incumbent must have knowledge of current market conditions regarding design, corporate furniture systems and space allocation through market, peer, and industry contacts, and produce work that reflects these current standards.
  • It is expected that the applicant will use initiative and personal time and effort to stay current with industry and competitor trends in design and construction.
  • It would be an asset if the incumbent has an understanding of the Bank\xe2\x80\x99s business, related premises and operational requirements, the standards of competitor financial services and commercial operations, the real estate and construction industries, and the practices of principles of interior design.
  • Working knowledge of the asset management and leasing fields is important in order to work effectively with officers in those disciplines.
  • Excellent working knowledge of construction materials, methods, and related contract documents is essential, as is an understanding of the budget and accounting processes.
  • The incumbent must have the ability to initiate and develop construction and design concepts to meet challenging client requirements.
  • The incumbent must have good technical problem-solving skills including understanding of current of building codes and bylaws, contractual agreements, legal documents and building technology.
  • Knowledge of the construction market and current market conditions is required in order to provide accurate cost and schedule information.
  • Such tasks as analyzing and negotiating client needs, aiding in rationalization of project costs and selling project proposals to Business Partners, all require the incumbent to have above average verbal and written communication skills, as well as strong organizational, management, interpersonal, leadership and motivational skills. The officer applicant must be flexible and a strong team player in order to conduct work within a team environment and willing to share and exchange knowledge and ideas.
  • Ability to work under pressure while prudently managing construction risk is required, as is a high level of energy and personal stress management.
  • Good computer skills including experience working with Word, Excel, Project, Power point and Teams are required, and a working knowledge of CAD would also be an asset.
Education/Other Experience:
  • Graduate from a recognized Interior Design and or Project Management program preferred
  • 2-3 years of experience in Corporate Premises projects, including space planning, design and project management experience.
