General Accountability

Implements and manages assigned project(s) from inception to completion, in accordance with scope, budget, schedule, and quality assurance requirements. Plans, designs, procures and oversees resources and delivery. Acts as the TTC's representative.

Key Job Functions

  • Prepare and present project scope, justification and budget to relevant stakeholder as to obtain project approval.
  • Prepare detailed plans/schedules of implementation activities.
  • Direct the activities of staff and their performance and co-ordinate with in-house construction staff from other sections and departments and external contractors.
  • Co-ordinate the project identification, development, scheduling and justification with the appropriate department responsible for the operation of the facility/equipment and/or system client.
  • Ensure that development and/or projects comply with the TTC's Developers Guide and operating, legal, and construction standards, and does not adversely affect the TTC's subway structures, stations, other facilities, operations or services.
  • Prepare daily or regular reports as required ensuring timely reporting of performance results and/or sensitive issues to the Supervisor or other management as appropriate.
  • Direct the selection of in-house staff/consultants and their performance in the provision of preliminary design, detailed design and construction review, management, and/or supply of contract administration management services.
  • Initiate project reviews with stakeholders on a regular basis and implement necessary scope, budget and schedule changes. Review and comment on various legal agreements that the TTC enters into with third parties.
  • Review all project schedules to identify conflicts for resources between projects and mitigate and adjust schedules/milestones based on project priorities. Ensure project staff adheres to all corporate and departmental policies and standards.
  • Ensure all requisite documentation required to plan, co-ordinate and implement project is completed.
  • Prepare and present project updates to senior management, Commission, City and other officials.
  • Participate in the TTC's Customer Service Ambassador Program.

Education and Experience
  • Completion of a post-secondary college diploma or university degree in a related discipline or a combination of education, training and experience deemed to be equivalent.
  • Project Management Professional (PMP) certification or the ability to acquire the certification within one year of being in the position.
  • PEO designation from the Professional Engineers of Ontario is an asset.
Additional Requirements
  • Thorough knowledge of current communications engineering principles and practices combined with comprehensive knowledge of project management principles and practices, including familiarity with conceptual planning, and current scheduling and expenditure analyses systems
  • Knowledge/experience with the installation/construction, commissioning and supply of hi-tech communications and integrated systems equipment including, data networking, CCTV, SCADA, Fire Alarm, Voice Communications, computer based controls, PA systems, Radio networks and communications cabling for a number of multi-year projects.
  • Comprehensive knowledge of the principles and practices of communication and integrated system design, software based applications, communication and integrated systems testing and commissioning, computer infrastructure and construction management, construction contract law, construction methods and processes, contract administration and construction inspection, and knowledge of the Construction Act, Occupational Health & Safety Act and Regulations, and local trade and TTC union contract rules as applied to the construction industry.
  • Comprehensive knowledge of business administration, fiscal and human resources policies and legislation/regulations regarding safety, human rights, employment, etc.
  • Sound judgement, highly developed management, organizational, interpersonal, oral and written communication skills; excellent analytical and problem solving skills
  • Demonstrated ability to manage and work with multi-discipline teams, deal with complex issues and maintain effective working relationships
  • Ability to prepare and interpret complex reports, recognize problems and evaluate solutions
  • Demonstrated ability to negotiate and mediate for the successful resolution of contract claims
  • A valid Province of Ontario Class G driver's licence.
