The United Counties of Leeds and Grenville is seeking a dynamic and experienced Project Manager to lead the planning and coordination of child care expansion projects under Ontario's Canada-Wide Early Learning and Child Care (CWELCC) system. The successful candidate will play a pivotal role in supporting the creation and sustainability of high-quality, affordable, and inclusive licensed child care spaces in Leeds and Grenville. The Project Manager will work collaboratively with child care Operators, Municipal partners, internal departments, and contractors to ensure that projects are delivered efficiently, on time, and in compliance with Ministry and municipal requirements.

Education, Certification & Licenses
Post-secondary degree in Project Management, Public Administration, Business or Planning
PMP certification or equivalent project management designation, considered an asset

Experience
Minimum 3-5 years of experience managing complex projects in the public or non-profit sectors, preferably in early learning and child care
Familiarity with equity-focused approaches to service delivery and community engagement
Strong understanding of Ontario's child care system, CWELCC framework, and relevant regulatory standards (e., Child Care and Early Years Act).

Excellent organizational, analytical, interpersonal and communication
Strong skills in data collection, analysis, and reporting, especially in support of planning and funding
Excellent organizational and time management skills, with the ability to manage multiple concurrent
Proficient in Microsoft Office (Excel, Word, PowerPoint) and basic project management
Ability to work independently and as part of a team
SUMMARY OF POSITION RESPONSIBILITIES:
Activity 1: (approximately 40%) Project Oversight and Milestone Management
Monitor contract deliverables and ensure Operators meet project milestones in accordance with approved plans.
Track documentation related to construction, licensing, and operational planning to maintain compliance and transparency.
Conduct site visits and maintain detailed project records.
Activity 2: (approximately 25%) Liaison with Child Care Operators and Stakeholders
Act as the primary point of contact for child care Operators engaged in CWELCC expansion projects.
Provide guidance and support to Operators in navigating barriers such as zoning, permitting, and funding eligibility.
Facilitate access to necessary municipal or community resources to ensure successful project completion.
Activity 3: (approximately 20%) Review and Recommendations on Child Care System Operational/Licensing Space Changes
Evaluate Operator requests for changes in operating capacity and/or licensing capacity.
Provide well-documented recommendations to the Children's Services Manager t in alignment with CWELCC Directed Growth priorities and Ministry of Education licensing regulations.
Collaborate with regulatory bodies as needed to facilitate changes.
Activity 4: (approximately 15%) Reporting and Data Management
Prepare timely updates, statistical reports, and documentation as requested (e.g., Joint Services Plan).
Analyze data and trends to support decision-making and identify potential risks or delays.
Maintain accurate project files and status updates in internal tracking systems.
Other related duties, as requested and required.
