Laurier's Milton campus is located on the traditional territory of the Mississaugas of the Credit, and part of the Nanfan Treaty of 1701 between the British Crown and the Haudenosaunee Confederacy.Position SummaryOperating with limited direction from the Director of Planning, Design and Construction, the Project Manager is responsible for the direction, coordination, implementation, execution, control and completion of multiple, complex capital projects from concept to completion in the most cost effective and timely manner. This position, using a project management approach, will manage and lead projects from concept through completion, including phases such as analysis, definition of requirements, technical and architectural design, construction, bid and award, construction implementation, closeout, and warranty management. Primary responsibility for tracking and managing budget and schedule for multiple concurrent projects. The incumbent will manage internal and external client relationships with project stakeholders, consultants and contractors, will lead cross-functional and technical teams, and will drive project requirements, priorities, and deadlines. Projects may range from small internally designed projects to large, complex, multi-million dollar new building projects designed by external consultants.AccountabilitiesReporting to the Director Planning, Design and Construction; and as a member of Capital Project Committees:

• Interacts with user groups to define project requirements and develop documents which become the basis for design; Responsible for implementation and enforcement of University design standards and guidelines. Responsible for corrective action if scope deviates from project requirements or design standards.
• Directs Laurier personnel from several departments to provide input into design and construction of multiple complex building systems. Takes corrective action as necessary to ensure schedule and budget are maintained.
• Develops project budget in consultation with users, design professionals and University management. Responsible for taking corrective action when budget, deviates.
• Develops Request for Proposal documents and negotiates the Terms of Reference for consultants, including aspects such as the building requirements, special subconsultants, applications for approvals, design schedules, allowable disbursements, fee payment schedule, etc;
• Prepares project schedules that will include all critical items throughout the project including the design schedule and the construction schedule. Responsible for taking corrective action if schedule deviates.
• Oversees the tendering of capital projects in accordance with University policies and ensures that the contract documents are complete and the tender form is clear to interpret;
• Responsible for reviewing shop drawings and/or ensuring that the consultant thoroughly reviews shop drawings. Monitors critical delivery dates and undertakes corrective action when specified materials are not available or are unsatisfactory;
• Evaluates alternatives and their impact on project scope, schedule and cost. Makes decisions that directly impact the life cycle cost (construction, maintenance, and operation costs) of the facilities.
• Negotiates design changes and contract changes/extras with consultants and with contractors.
• Reviews invoices and payment certificates and makes recommendations for payment of all capital project costs, including consultants, contractors, and suppliers.;
• Conducts post-project evaluations; identifies lessons learned; completes assessments of consultants and contractors; provides feedback for continuous improvement of University capital project processes and procedures.
• Works cooperatively with the Planning, Design, and Construction team, and with Physical Resources Operations group to provide to technical support and input in to the ongoing management and maintenance of University facilities.

Reporting Relationships

• Supervises the work of Interior Design and Renovation Coordinators in the Physical resources Department
• Supervises and directs the input of Laurier personnel on capital projects, including ICT personnel (telecommunications, information systems and AV systems), Physical Resources Mechanical Coordinator and Electrical Coordinator (Mechanical, Electrical, Building Automation Control systems, and Lighting Control systems) Special Constable Services (security systems) and SHERM (fire and life safety systems)

Qualifications

• College diploma in Construction Engineering Technology or Architectural Technology
• 5 years related work experience
• Registration as a C.E.T., A.Sc.T., or Architectural Technologist considered an asset
• Institutional or commercial renovation/construction knowledge and experience
• Demonstrated experience in construction project management
• Thorough knowledge of Ontario Building Code; BCIN certification in one or more categories would be considered an asset
• Ability to read, and comprehend engineering and architectural drawings and specifications
• Training in and working knowledge of AUTOCAD 14 and/or 2000

Technical Skills:

• Familiarity with relevant Codes and Regulations (Ontario Building Code, Fire Code, Occupation Health and Safety Act, Regulations for Construction Projects, Asbestos and Designated Substance regulations)
• Working knowledge of building systems (electrical, mechanical, building automation, lighting controls, fire and life safety systems, telecommunications, information technology systems., security systems)
• Knowledge of architectural design and materials including interiors, finishes, and building envelope

This position has been deemed eligible for Educational Equivalencies.Hours of workThis is a full-time limited term position with an expected end date of October 16, 2026. The normal hours of work are Monday to Friday, 8:30am-4:30pm.As Per Article 12.7.6 of the collective agreement, prior approval of a member's manager is required to return to their previous position upon the completion of a Limited-Term Position.CompensationLevel: GRate of Pay: $50.05 - $52.90 per hour with an annual step progression on anniversary date to $57.20 per hour.
