JOB SUMMARY

The Building and Technical Support section of Facility Operations is responsible for managing all aspects of city-wide utilities, concurrent energy reduction, and building engineering systems and projects to identify potential energy reduction opportunities and research new technology.
You are responsible for: managing all aspects of concurrent energy reduction and building engineering projects; developing concepts and identifying potential energy reduction opportunities; researching new technology; and delivering projects from inception, including: RFP development, consultant selection, pre-design, detailed design, specifications, tendering, award, construction, rehabilitation, testing, commissioning, turnover to clients, warranty, and monitoring of results.
You also participate in: project identification, prioritization and planning; investigating challenges within facilities; monitoring, tracking and reporting on project status; approving all project expenditures; providing a review, approval and monitoring function for projects; and contributing to the review and development of new measures.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in engineering (mechanical or electrical), science, or related field.
Minimum of 5 years of experience in energy management in commercial or institutional projects including 3 years of project management experience.

CERTIFICATIONS AND LICENCES

Project Management Professional (PMP) certification is an asset

KNOWLEDGE

Extensive knowledge in all aspects of energy use and energy conservation within municipal facilities Extensive knowledge of building automation systems and local control for HVAC systems City Regulatory Code, as amended from time to time Processes for developing quote calls, RFQs, RFPs Current construction materials, methods, processes and practices Principles of project management, including concepts pertaining to work breakdown structures, cost containment/control and reporting Computer applications pertaining to project management, database management, spreadsheet, word processing, e-mail and use of the Intra-Internets Communication within a wide area network for utility meter monitoring, and building automation system monitoring Knowledge of applicable health and safety legislation, including the rights and duties of workers.

Work independently, with minimal direction, and collaboratively with all staff as part of a team Able to prepare complex, formal RFQs and RFPs and related contractual documents; review, analyze and recommend acceptance of proposals Manage concurrent complex, high dollar value and often sensitive projects and bring projects to completion on time and within budget Manage concurrent activities with consultants, contractors, other levels of governments and external agencies/utilities Able to identify and analyze problems involving data, resources, scheduling, technical and other difficulties and develop solutions Effectively manage work pressures, multiple demands, conflicting priorities and stressful situations Communicate effectively, both orally and in writing Possess strong documentation, report writing and presentation skills Organized and attentive to detail Demonstrated initiative Effective interpersonal and presentation skills Flexibility and ability to deal with elected officials, representatives from all levels of government, the public and consultants/contractors
