Description * Manage a consolidated project plan and schedule, day to day work of the project team, task assignments, priorities, team deliverables, issues and risks, stakeholder engagement, project communication and project financials.

• Lead the project team to work effectively and efficiently toward project objectives in a complex and diverse environment with multiple stakeholders and changing priorities to ensure high quality deliverables.
• Provide regular communication and status updates to the Manager on all aspects of the project. Prepare briefings, presentations and other project documentation for Senior Managers and C Level Executives for the purpose of obtaining approvals.
• Manage project issues and risks (e.g., identifies, monitors, escalates, resolves, and reports) through the team. Escalate issues to the Manager. Inform the issues logs and risk registers for the overall project, if applicable.
• Lead, facilitate, coordinate project team meetings. Track action items, decision items, risks and issues that come out of meetings and update the Manager.
• Work closely with project stakeholders to ensure the objectives of the project are being met.
• Collaborate with various internal or external service providers/partners to plan/align project dependencies and/or integrate solution components.
• Define/clarify roles and responsibilities and set deliverables/quality/ performance expectations for project resources.
• Champion the agile/scrum framework to promote best practices and awareness to the project team, clients and/or stakeholders in order to ensure success.
• Schedule and facilitate agile/scrum events including but not limited to backlog management, sprint planning, daily stand-ups, sprint reviews and retrospectives.
• Direct project teams to ensure project deliverables are delivered based on sprint/project goals and adhere to quality standards.

Skills
Experience and Skill Set Requirements:
1. Technology Leadership 30%
xc2xb7 10+ years experience in technology project management, at least 5+ years must include projects that required large technology procurements.
xc2xb7 Demonstrated experience gathering and developing requirements in order to create and maintain project schedules and integrated plans.
xc2xb7 Demonstrated experience using the agile / scrum framework to promote best practices and awareness to the project team, clients and/or stakeholders in order to ensure success.
xc2xb7 Demonstrated experience scheduling and facilitating agile/scrum events including but not limited to backlog management, sprint planning, daily stand-ups, sprint reviews and retrospectives.
xc2xb7 Demonstrated experience with identifying and defining architectural requirements.
xc2xb7 Demonstrated experience with change management.
xc2xb7 Demonstrated experience identifying risks and providing proper mitigation strategies.
xc2xb7 Demonstrated experience managing the implementation of application, infrastructure or migration activities.
xc2xb7 Experience with Change Management and Release Management as processes supporting the implementation of large enterprise applications.
xc2xb7 Experience with ITIL processes such as Service Level Management, Problem Management, Change Management, Release Management, and Capacity Management.
2. Technology Experience 30%
xc2xb7 Demonstrated experience with the design of new enterprise and application layers.
xc2xb7 Ability to define, identify and describe information architectural requirements with clients.
xc2xb7 Demonstrated experience with common, consistent, shareable, re-usable and extensible data structures.
xc2xb7 Knowledge of application and infrastructure design.
xc2xb7 5+ years of experience with quality control and assurance methodologies and practices as applied to the implementation of large applications.
3. Vendor Management Experience - 20%
xc2xb7 Demonstrated experience managing large procurements, i.e., procurements resulting in multi-year contract durations and total values over $2M.
xc2xb7 Demonstrated experience with the full lifecycle of public procurements, including: requirements development, Request for Bids (RFB) development, publishing, evaluation, contract award and vendor onboarding.
xc2xb7 Demonstrated experience working with and managing external vendor relationships.
xc2xb7 Demonstrated experience drafting a SOW, work orders and contract negotiations.
xc2xb7 Demonstrated vendor management experience in the OPS/government setting, understanding of procurement practices.
4. Stakeholder Management 20%
xc2xb7 Demonstrated experience effectively communicating with teams, clients, various stakeholders and senior management.
xc2xb7 Demonstrated experience reporting on progress of deliverables, milestones, issues and risks to various audiences, including steering committees and formal status reporting.
xc2xb7 Demonstrated experience preparing documentation such as presentations, other technical documentation/deliverables (i.e., technical strategy document, option analysis) etc.
xc2xb7 Experience providing updates and advice to senior management.
xc2xb7 Experience presenting to executive steering committees responsible for project oversight and decision-making.
