Background Information
The role of Senior Project Manager will assume day-to-day coordination, planning, management, and control of projects under the Patient Access program.
The Sr. PM will be responsible for developing and maintaining key project documents including the project charter, the integrated project plan (including specific project scope, time, cost, quality, HR, risk, procurement, and communications plans) and executing the project in accordance with the established baseline, responding and managing issues.
The resource will also be required to provide project executives with regular status and progress reports and maybe responsible for project staffing, budgeting, scheduling and monitoring.
The Sr. Project Manager will support the management of the Digital Identity (DI) program consisting of a wide array of projects and initiatives related to the program.
The Sr. Project Manager will support the successful delivery of projects and initiatives to meet strategic program objectives.
Must haves:
Strong working knowledge of the full Project Management Life Cycle (PMLC), PMBOK (Project Management Body of Knowledge) based as well as some exposure to the Software Development Life Cycle (SDLC)
Experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards
Experience with Information Management principles, concepts, policies, and practices
Proven experience managing, coordinating, and overseeing multiple projects within an integrated framework, demonstrating strong program management capabilities
Experience managing and coordinating project monitoring, anticipates and troubleshoots issues, provides ongoing expertise, resolves problems, and provides project effectiveness
Experience identify conflict between project and functional areas and develop responses to successfully address conflict
Experience handling client relationships, managing expectations, providing updates as required, identifies potential conflicts between project and functional areas
Experience in managing delivery teams of various sizes and scope (may include staff, consultants, vendors)
Experience with and knowledge of Microsoft Office tools, Microsoft Project and Microsoft Project Server
Sound knowledge of finance and project cost-accounting principles and practices with demonstrated experience with managing project budgets
Responsibilities:
Provides project management on large scale, complex, high profile and risk projects
Ensures project deliverables meet clients' business requirements on time, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with project management methodologies and frameworks
Gathers and develops requirements to create and maintain a detailed project schedule and/or integrated plan
Ability to monitor and forecast project costs and provide reporting and input to ensure targets are met
Ability to promote I&IT project management best practices and adherence to standard methodologies
Effectively manages large project budgets and ensures a high level of fiscal control and accountability including estimates, forecasts, and reconciliation/confirmation of actuals
Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed
Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision makers
Establishes and participates in steering committee and partner forums
Provides, project, program, and/or portfolio reporting to multi-partners partner at senior executive levels
Develop and manage project schedules, deliverables, and scope
Coordinate and monitor project processes, and developing/communicating guidelines and procedures

The Sr. Project Manager will support the program management of the Digital Identity project. The key high-level deliverables include:
Support the development of the digital identity program, service and operations.
Outputs include, but are not limited to:
Develop integrated project plans, ensuring accurate and appropriate inclusion of deliverables, milestones, project budget, resources, inter-project dependencies and progress reporting
Manage and coordinate project monitoring, anticipates and troubleshoots issues, provides ongoing expertise, resolves problems, and provides project effectiveness.
Outputs include, but not limited to:
Develop project charters, project plans and other project artifacts as required, organize and lead project team meetings.
Responsible for managing working relationships with vendors and delivery partners as required.

Organize and lead project team meetings
Ensure effective project change control
Provide financial forecasts, actual against budget tracking and report progress to partners
Proactively manage risks, and systematically resolve or escalate issues
Ensure project reporting and forecasting is timely, accurate and appropriate for the various partners
Follow the Agency's methodologies and provide feedback for continuous improvement

Manage transition to an operational environment
Responsible for managing working relationships with vendors and delivery partners as required
Provide knowledge transfer documents and conduct knowledge transfer sessions for all the above deliverables with assigned Ontario Health subject matter experts.
Knowledge Transfer Details:
The resource will ensure full knowledge transfer is provided to the Ontario Health team before end of engagement. Some of this might occur at the end of the engagement but will also be shared as information is obtained/consolidated. Key deliverables will be shared with team.
The resource must provide all related documentation as part of knowledge transfer protocol. Documents will be reviewed by the appropriate leads and signed off by manager/director.
The resource will work collaboratively with the Ontario Health team throughout the assignment and ensure key deliverables, milestones, and documentation are shared.
