Job Description

The Project Leader reports to the Director, S&T Business Management Office, in the Science & Technology organization, and delivers projects to the S&T mission. S&T\xe2\x80\x99s projects encompass planning, managing and completing large and complex S&T projects to the full satisfaction of project Clients and Stakeholders (AECL and commercial customers).

DUTIES
The Project Leader has the following responsibilities:

• Manage the delivery of medium-risk S&T projects to meet schedule, cost, quality and safety objectives to the full satisfaction of customers.
• Project planning, budgeting and resource allocation, through discussions with internal clients to define the scope of the project, deliverables and timing. May lead 3-4 projects totalling $1M to $5M annually, over a 3-5 year horizon.
• The incumbent builds and leads smaller, competent multi-disciplinary project team(s) to deliver the project objectives. S/he, in conjunction with the Program Manager and responsible Functional Managers, participates in the process to hire project staff for the project(s).
• Approve project scope of work and determine project priorities and division of responsibilities.
• Review the project with the Project Team and regularly meet with the Project Team for updates on deliverables against plan.
• Motivate team members to meet quality, scope, scheduling and cost constraints.
• Secure seconded resources through resource/functional managers to execute the project.
• Establish and control the project scope and manage the risks. This includes proper management of deliverables within estimated timeframe and notifying management of issues, which could potentially impact the cost, and timing of the project.
• Establish and administers project budgets and schedules and approves changes to scope of work within project management guidelines.
• Manage and reports on project performance to clients, management and other stakeholders.
• Lead the ongoing delivery of project objectives including setting project related performance objectives, providing regular feedback and guidance to project staff.

QUALIFICATIONS

• Bachelor (honours) in Engineering or Science from a university of recognized standing, OR membership in an Engineering or scientific professional organization authorized by statute to establish qualification for membership in that organization, OR an alternative qualification is a certificate from the Project Management Institute (PMI).
• 1-4 years of progressive experience and resulting knowledge of applying 9 Project Management Areas including (Scope, Cost, Time, QA, Communications, Human Resources, Risk, Procurement, and Integration) to medium-risk projects.
• Knowledge in the typical phases of a project lifecycle, specifically for S&T projects.
• Experience in the delivery of a project in a regulatory framework.
• Ability to nurture and maintain constructive and cooperative working relationships with a moderate number of internal and some external contacts.
• Ability to build and sustain moderately-sized teams; typically between 6 and 12 contracted, seconded, or CNL employees.
• A thorough knowledge of business and management principles involved in project planning, budgeting and resource allocation, leadership techniques, and coordination of resources.
• A thorough knowledge of procurement and financial processes.
• Advanced knowledge of Microsoft Office Suite Applications (i.e. Word, PowerPoint, Excel, Access and Outlook);
• Good knowledge and demonstrated experience in application of negotiation skills; and
• Good knowledge and demonstrated experience in application of contract administration and research & development, and oversight to effectively manage the output of external suppliers.

Security clearance eligibility required: Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom.
