Job Description


As the Project Lead for Voting Opportunities and Election Readiness, you will play a pivotal role in the delivery of the 2025 Edmonton General Election! This large-scale, multi-stakeholder, and highly legislated civic project occurs every four years, providing Edmontonians the opportunity to vote for Mayor, Council, and school board trustees.

You will be responsible for key processes related to candidate nominations, accessible and inclusive voting opportunities, voting station roles, and running all mock events. You will also lead a team of up to 50 staff who are responsible for managing special ballots and approximately 60 institutional voting stations at Senior Accommodation Facilities, Post-Secondary Institutions, and Hospitals across the City!

With a focus on the to Safe, Helpful, Accountable, Integrated and Excellent, you will:

  • Develop and oversee the processes to manage legislatively compliant candidate nominations and Third Party Advertiser (TPA) Registry
  • Develop candidate disclosure and TPA election advertising return processes, including standard operating procedures and tracking and review systems
  • Lead development of the Accessibility and Inclusion Voting Strategy by building on what we heard from the initial voter engagement process, and ensuring integration with all aspects of Election planning
  • Review and update voting opportunity planning and processes to ensure legislative compliance and alignment with all guiding principles
  • Organize and plan all mock voting events to test, identify and resolve issues with proposed processes
  • Manage operational deployment of Institutional Voting Station teams, including ensuring proper recruitment and training of these election workers, scheduling, and supervision
  • Manage the Special Ballot Team to ensure seamless special ballot registration, the production and distribution of special ballot packages, and proper and secure handling of returned packages counting and results reporting
  • Lead and supervise a team of approximately 50 temporary staff as it relates to hiring, setting role expectations, providing guidance and coaching, and evaluating performance
  • Assign work and review project progress and timelines with direct reports, providing feedback and coaching where necessary

Qualifications
  • Undergraduate university degree in public administration, political science, business administration, urban planning, human geography or a related field
  • 5 years of progressively responsible related experience in a complex and highly legislated environment, including experience with policy, research, analysis, and the implementation of operational project streams
  • Experience in understanding and applying federal, provincial, and municipal legislation and regulations, e.g., MGA, LAEA, and FOIP Act is required
  • A proven record of strong project management, business case development, and business process development, including ensuring legislative compliance
  • Working knowledge of local government processes, the Municipal Government Act, Local Authorities Election Act, and Freedom of Information & Protection of Privacy Act
  • Excellent communication skills, both written and verbal
  • Strong presentation skills, including the ability to present to leadership for decision and direction
  • Proven ability to learn and adapt quickly, in diverse areas such as policy and legislative analysis, business process development, and project management
  • Strong research and analysis skills including the ability to effectively transfer ideas, concepts and information into effective and efficient strategies and business processes
  • Ability to work under pressure and meet strict statutory deadlines in a fast paced l environment
  • Strong political acumen, including the ability to grasp, comprehend and respond effectively in a political environment
  • The ability to perform multiple tasks independently and in a team environment
  • Proficient in Google Workspace (Gmail, Calendar, Docs, etc) and the ability to learn and adapt to evolving technology
  • The ability to work with a flexible work schedule
  • Proven ability to appropriately work with and protect confidential information

  • Project Management Certification
  • Local Authority Administration Coursework or Certification (NACLAA I or NACLAA II)
