ABOUT US
As part of an alliance agreement Aecon Nuclear has been awarded a contract with Ontario Power Generation to support the Darlington New Nuclear Project (DNNP). Beginning in 2023 Aecon will support the validation phase design, procurement, early site preparation and site mobilization scope for the Construction of the Unit 1 Small Modular Reactor at the Darlington site

PURPOSE OF THE POSITION
The Environment, Health and Safety and Human Performance Manager, will report directly to the EHS Director. The EHS & Hu Director will be responsible for the delivery of the project specific Environment, and Occupational Health & Safety and Human Performance Plans across the Darlington New Nuclear Project. They will be responsible for managing a team of EHS Advisors and Hu team members within the project

FUNCTIONS AND RESPONSIBILITIES

  • Drive an inclusive culture to promote equity, welcome different perspectives, and enable career progression by fostering a sense of belonging
  • Manage the coordination of activities of the DNNP Projects Safety and Hu operations and centralized program and implementation of the EHS and Hu programs across the Project.
  • Roll up EHS/Hu program deliverables as per schedule set out in the EHS/Hu programs and (weekly, monthly quarterly reports) prepare reports for submission to corporate and clients.
  • Prepare monthly and quarterly EHS/Hu status and statistical reports for Senior Director, EHS and Project Senior Management Team
  • Ensure Hu factors are captured, trended, and identified for areas of improvement/corrective actions
  • Conduct regular audits to ensure Hu program activities are completed on schedule and at an acceptable level of quality and content
  • Provide support to the Human Performance Improvement Teams and promotion of a healthy nuclear safety culture
  • Develop safety and human performance proposals and assists in marketing strategies and presentations
  • Supports divisions through developing presentations to new and existing clients on EHS and Hu matters
  • Assist with the development of site-specific safety training and orientation of workers, supervisors, staff, subcontractors and clients across the Alliance Integrated Team
  • Develop and implement the OSHE Plan across the construction team in close cooperation with the alliance partner.
  • Develop the HSE team involvement in close cooperation with the construction team and the partners of the Alliance
  • Set up a lean reviewing process of the project plans and project sites, risk assessment and method statement before work commences, identifying safety-related risks and provide expertise to mitigate them
  • Inspect active project sites to evaluate ongoing work conditions to guarantee compliance with Occupational Health and Safety standards
  • Liaise with external parties such as regulatory agencies, government inspectors, sub-contractors, and general public
  • Work with project management teams and field workers to implement and devise solutions to safety-related issues on project sites
  • Work with senior management to continuously improve their Health and Safety and Hu Programs
  • Ensure subcontractors and employees comply with safety standards
  • Represent the project at meetings with stakeholders and other organizations on issues regarding workplace health and safety matters
  • Prepare reports and deliver presentations to Project leadership and clients
  • Other duties as assigned
SUPERVISORY RESPONSIBILITIES
  • Recruit and hire EHS and Hu Advisors
  • Provide supervision and leadership to EHS and HU advisors including day to day task assignment, overseeing work to ensure timely completion and meeting expectations for quality
KNOWLEDGE, SKILLS & TRAINING NEEDS
  • Be a champion of inclusion and diversity
  • Minimum 5 years\' experience coordinating and managing health and safety for construction projects
  • Minimum 5 years\' experience in Human Performance, EHS where Hu programming has been applied, ideally in the context of the nuclear construction industry
  • Previous experience in a leadership role required
  • Knowledge of Construction projects with a solid understanding of the Occupation Health and Safety Act (\xe2\x80\x9cOHSA\xe2\x80\x9d) and other relevant regulations and legislations required
  • Canadian Registered Safety Professional (CRSP) or Certificate of Recognition (COR) Auditor and National Construction Safety Officer (NCSO), INPO Hu or other recognized Hu training is required
  • University degree or College diploma in related field, preferably in human sciences fields or equivalent experience in the Health and Safety and Human Performance field
  • Experience in nuclear considered an asset
  • Understanding of the Workplace Safety and Insurance Board System (WSIB) and return to work program
  • Intermediate to advanced working knowledge of Microsoft Office (Word, Excel, PowerPoint, Outlook)
  • Ability to communicate with tact and diplomacy, excellent verbal, and written communication skills
  • Exceptional organizational and time management skills
  • Excellent meeting and training facilitation
  • Adaptable and flexible to an ever-changing environment

  • To maintain departmental costs within budget
EXTENT OF PUBLIC CONTACT
  • Customers, suppliers, JV Partners, external government officials (i.e. MOL), auditors, local police, etc.
  • Project Managers, project personnel, estimating personnel
  • Trades personnel, union business agents
PHYSICAL DEMANDS
  • Various work locations in both field and office
