Waterloo Regional Health Network (WRHN) is implementing a multi-year Facilities Redevelopment Master Plan to facilitate building a regional system of care that will meet the growing needs of the local community, expected to grow to 1 Million by 2050, and provide care closer to home for decades to come.


Led by the Vice President, Redevelopment, the Redevelopment Team works collaboratively across WRHN to plan, design, and implement all components of the Multi-Year Facilities Redevelopment Master Plan. The plan includes:


a new, state-of-the-art hospital site in Waterloo (WRHN @ The University); renovating and expanding the existing WRHN @ Midtown Site as an ambulatory and urgent care centre; expanding WRHN @ Chicopee in Kitchener for modernized and expanded rehabilitation capacity and; maintaining WHRN @ Queen's Blvd. to continue to deliver excellent care and service to our communities until approximately 2035.

Position Summary

:


The Project Director, Transaction & Construction will provide design, technical, transactional and construction leadership for the Facilities Redevelopment Master Plan. The Director will bring a broad understanding of clinical planning, programming, site planning, design, contract document development, procurement, and construction processes for projects delivered using a number of procurement methods including Public-Private-Partnership (P3) models. The Director should have a good working knowledge of the policies, procedures, and process of the Ministry of Health and Infrastructure Ontario. The Director should have good project management and construction management skills, as well as strong inter-personal skills.


The Director will be accountable for executing the approved Project Scope, Schedule and Budget, through the many phases of the project, and is responsible for the management of Project Technical Staff and Consultants. Issues affecting the approved Project Scope, Schedule, and Budget will be identified and managed jointly with the Director, Planning & Construction and escalated up to the VP Redevelopment as required.


The Director will facilitate effective and timely decision making throughout the development and execution of the Project. The Director will ensure the timely delivery of all project deliverables to meet major project scope, including; Design Program, Functional Program, Site Planning, Design Development and lead the development of PSOS documentation, Transaction Document Development, Procurement, and Construction phases of the project.



The Project Director will work jointly with the Project Director, Planning & Design, to ensure the overall scope, schedule and budget for the project has been developed in accordance with the agreed upon project program and planning parameters.


The Project Director will manage additional Transaction & Construction staff, including; senior project managers, project managers and project coordinators in the delivery of the overall project mandate.



General Responsibilities:



+ be a member of the team responsible for the implementation of the project's development, provide input, review, coordination and integration of the planning, design and transactional documentation into the project works, including, but not limited to, working with Consultants to develop project specific output specifications (PSOS), facilities management output specifications (FMOS) and FFE project integration requirements; + Support in the development of project RFQs, the Project Agreements (PA), and RFPs for the project and provide leadership to the Senior Project Manager(s) in the execution of Enabling Works and project specific utility organizations;
+ Attend, as required, all project related meetings with the planning, design & compliance (PDC) team, Project Company (PCo), hospital user groups, project partners and various authorities having jurisdiction, as required;
+ Monitor the compliance of all documentation developed in the execution of Stage 2 Proposal Contract documents (PSOS development), Stage 3 (Procurement), and late Stage 3 (Implementation/Construction) and (Occupancy - Project Settlement) phases; ensuring that the project's execution is being undertaken in accordance with transaction documentation;
+ Work with Senior Project Managers and the Project Director, Planning & Design to identify project related risk throughout the implementation of the project;
+ Assist in the development of facility decommissioning requirements as a result of facility consolidations to the new University site;
+ Provide open communication and support effective collaboration with the project team to ensure cohesive approach to a successful project delivery;
+ Assists Senior Project Manager(s), Planning & Design to resolve project implementation issues that are not in accordance with planning and design requirements, identify and document issues and facilitate resolution with Redevelopment Team, Planning, Design & Compliance (PDC) team, PCo, and Infrastructure Ontario;
+ Assist Redevelopment Team Project Coordinators as required to address project related scope, schedule and budget requirements and project implementation.

Position Requirements:



Diploma or Degree in Architecture, Construction Management, Engineering where project management forms part of curriculum 10+ years in directly related field of work Accredited Member with the applicable Professional Association Significant project management experience as part of a healthcare capital planning project Senior level project planning, development and implementation skills Ability to manage a team of support staff to delivery individual project mandates Proven experience in effectively managing diverse teams of project consultants, specialists and user groups Able to work in a fast paced, results and schedule driven team environment PMP designation is an asset Knowledge of Broader Public Guidelines and guidelines and best practices for construction procurement processes is required Experience with creation of procurement documents (RFT, RFQ, RFP, RFSQ) is required Detailed understanding of the multitude of construction methods, procurement alternatives and processes available to support the project(s) development Solid understanding of building systems & infrastructure Experience with municipal building permit applications process Knowledge and understanding of Ontario Building Code, CSA Standards and other applicable standards Sustainable Design/LEED experience Decommissioning experience Solid understanding of Ontario Health and MOH capital project processes Solid understanding of Infrastructure Ontario AFP project delivery methods Highly developed influencing, communications and presentation skills Consultation, negotiation and consensus building skills Experience in finding positive solutions to complex issues and problems with a variety of stakeholders Ability to maintain confidentiality at all times Excellent interpersonal, communication, and organizational skills Demonstrated ability to manage complex and concurrent project activities, meet deadlines and manage change is essential Well versed with Revit, AutoCAD, MS Project, Sharepoint and Microsoft Office Suite Experience in a Service hospital setting is an asset
