The Parks, Forestry and Recreation Division is seeking a temporary Project Director I&T (Digital Strategy) who will provide direction, leadership and guidance on large-scale, I &T projects and ensure alignment with divisional goals and return on investment and business objectives. The successful candidate will work with stakeholders to determine desired business requirements to design and deliver the PFR Digital Strategy, implement technological solutions within the timelines and with a focus on meeting current and future needs.
What will you do?
Develop, design and implement functional projects that make major changes in overall business performance based on long-term needs
Collaborate with internal & external stakeholders in defining the digital strategy for the division; build a roadmap for the division and deliver on core items through agreed upon projects.
Contribute to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures
Oversee the establishment of the Project and Project Governance Framework.
Create projects and garnish necessary support (resource commitment such as budget or staffing to political backing) from various aspects of the organization to achieve the set organizational objectives.
Lead and motivate a diverse workforce, while ensuring effective teamwork, high standards of work quality, and organizational performance. Provide resolution to controversial labor relations issues, promote continuous learning, encourage innovation in others, and offer project management staff direction, guidance, processes, and tools to enhance efficiencies and improve the effectiveness of the services provided by this section.
Recommend and establish organizational changes to meet organizational/divisional objectives. Develop organizational and strategic awareness with focus on future direction and objectives.
Develop and maintain the necessary relationships with organizational upper management and political entities (internally or externally), as required, to support and sustain the organizational objectives.
Collaborate with stakeholders to gain buy-in and assurance of strategic directions for the organization or division. Oversees the design, development and implementation of functional changes, policies, processes and procedures needed to realize proposed value and/or organizational outcomes.
Negotiate organizational changes, funding requirements, political and executive support needed to promote the successful delivery of the strategic objectives or projects
Drive the development of new Service Level Agreements (SLAs) or the refinement of existing SLAs to ensure they support proposed business needs.
Oversee or manage directly contract development and negotiations with external service providers.
Ensure quality assurance and quality control objectives are understood and achieved. Review and approve projects and business activities and ensures alignment with the business plan and annual portfolio management objectives.
Lead the development of business cases.
Oversee, govern or manage key procurement activities. Conduct performance reviews and performance plans for staff.
Oversee, participate or support in recruitment selection, training and supervision of assigned staff. Ensures the application of Corporate IT Project Management Methodology on all projects.
Participate in or oversee the preparation of various formal contractual documents such as: Request for Expression of Interest (REOI), Request for Information/Proposal/Quotation/Resource (RFI/P/Q/R), Information Technology Authorization Procurement Plan (ITAPP), Statement of Work (SOW), Memorandum of Understanding (MOU) and Service Level Agreements (SLA).
Provide leadership in the evaluation, selection and recommendation of technical solutions and professional services and manages vendors and contractors in the overall solution delivery process.
Identify and develop cross divisional initiatives to produce synergies and economies of scale.
Negotiate with executive and senior management, clients and various stakeholders often with competing and conflicting goals, objectives and priorities.
Administer consultant/contractors and projects/contracts, implement quality assurance/quality control procedures, authorizes payments and recommends additional payments in accordance with the City\'s financial authority and by-laws or contract terms.
Adhere to the principles of the Project Management Institute (PMI) and PMI\'s Code of Ethics and Professional Conducts to develop and organize project protocols, procedures, relationships, and performance objectives to promote and achieve targets.
Promote standardization in areas relating to project administration, documentation, progress tracking and technical designs.
Assess and recommend scalable multi-jurisdictional business and technical solutions that meet client and business requirements in the context of corporate standards, policies and procedures for information technologies and architectures including determining requirements, conducting research and evaluations and obtaining all approvals and sign offs.
Inform and educate senior managers, business users and technology peers on technology trends and the effective use of business and technology solutions and information management.
Prepare and deliver presentations at all levels of the organization.
Provide advanced financial management, budgeting, procurement and contract negotiation skills.
What do you bring to the role?
Extensive experience leading large scale organizational information technology initiatives that have a large business transformational impact and ideally a public facing component.
Extensive experience working with executives, senior management teams and key stakeholders including clients, community groups and their representatives to meet service levels, as well as divisional and organizational objectives.
Considerable experience in designing organizational digital strategy that have a large business transformational impact, ideally in a public sector setting.
Considerable experience in contract negotiations and managing contracts from inception to closure including RFP and Sole Source.
Considerable experience with all stages of complex information management projects with emphasis on organizational strategic direction, organizational change, roll-out planning, benefit management, financial, procurement and risk management
Post-secondary education in Computer Science, Business/Information Technology or related discipline or equivalent combination of education and experience.
Extensive knowledge of project management methodology and tools for reporting and managing projects to realize benefits and utilize, allocate and manage resources (budget or staffing).
Highly effective communication, negotiation, and presentation skills with internal and external stakeholders.
Ability to directly and indirectly manage business and technical teams/resources (operational managers, project managers, staff, contractors and vendors) for development of business and technical solution to achieve business objectives.
Political acumen, judgment and insight, including the ability to negotiate and achieve consensus among parties having different objectives.
Knowledge of current and emerging information management concepts and technologies.
Ability to quickly earn trust and respect from team members in order to drive decisions and move projects forward
Ability to establish effective and strong working relationships and trust with multiple stakeholders including employees, unions, client divisions, outside agencies, politicians and other orders of government.
A change agent with steadfast focus on business process optimization and transformation. Ability to leverage best business practices and incorporate in the system implementation cycle.
Effective decision maker with a track record demonstrating innovation and results oriented leadership.
Familiarity with Toronto Public Service values and ability to support an ethical, supportive and respectful workplace culture that champions equity, diversity and inclusion would be an asset.
Knowledge of government legislation in the areas of employment, labour, human rights, privacy, cyber-security, the Occupational Health and Safety Act, and City policies and procedures would be an asset.
Possession of PMP designation in good standing from the Project Management Institute (PMI) is an asset.
