Waterloo Regional Health Network (WRHN) is implementing a multi-year Facilities Redevelopment Master Plan to facilitate building a regional system of care that will meet the growing needs of the local community, expected to grow to 1 Million by 2050, and provide care closer to home for decades to come.


Led by the Vice President, Redevelopment, the Redevelopment Team works collaboratively across WRHN to plan, design, and implement all components of the Multi-Year Facilities Redevelopment Master Plan. The plan includes:


a new, state-of-the-art hospital site in Waterloo (WRHN @ The University); renovating and expanding the existing WRHN @ Midtown Site as an ambulatory and urgent care centre; expanding WRHN @ Chicopee in Kitchener for modernized and expanded rehabilitation capacity and; maintaining WHRN @ Queen's Blvd. to continue to deliver excellent care and service to our communities until approximately 2035.

Position Summary

:


In this newly established senior leadership position, the Project Director, ICAT will play a pivotal role in the implementation of the ICAT systems for the new hospital at WRHN @ The University. The Project Director, ICAT will collaborate with a skilled team of professionals specializing in planning and design, furniture and equipment, transaction and construction, clinical operations, and communications. Reporting directly to the VP of Redevelopment, with a dotted line to the CIO, this role will serve as a dedicated member of the Redevelopment Project Team. This position will facilitate the project's execution from an ICAT perspective while closely engaging with leaders and frontline staff throughout the organization.


The primary responsibility for this position will be to ensure that a comprehensive IT vision is integrated into the planning, design, and implementation phases of this significant redevelopment project. Furthermore, as the Project Director, ICAT, the role encompasses the design, planning, implementation, and transition of ICAT systems for the new hospital at WRHN @ The University. This initiative aims to advance the organization's strategic objectives related to enhanced quality, access, and sustainability.


General Responsibilities:



Provide clear direction and accountability for the execution of all ICAT projects, including the management of schedules, budgets, tasks, resources, stakeholder engagement, project management, and change management. This will ensure a successful development and transition to the new hospital, in consultation with internal and external stakeholders. Ensure a robust ICAT presence in all team discussions and during crucial planning and design phases. Identify and mitigate risks related to ICAT implementation, including cybersecurity, interoperability, and regulatory compliance. Work closely with the hospital's IT Operations team to ensure ICAT design aligns with existing IT standards, policies, and support models. Ensure operational readiness of IT teams to support and maintain all new systems post-implementation. Drive the strategic vision for both clinical and non-clinical ICAT service delivery, redesign workflow processes, and verify that existing strategic and tactical ICAT plans align with the overarching organizational vision. Recognize opportunities to implement capital, operational, and clinical efficiencies and optimizations across the project. Capitalize on the current Health Information Systems (HIS) plans to forecast and harness upcoming technological opportunities. Guide the creation of an ICAT master plan for the project, seamlessly integrating it into the design and planning of the new hospital. Identify and diagnose the primary ICAT challenges and gaps faced by the organization, providing actionable strategies to facilitate a smooth transition. Lad the design team in formulating the Project Specific Output Specifications (PSOS), alongside the evaluation and selection criteria and methodology for Project Co. and other vendor choices. Develop and implement a comprehensive Project Management Plan to guide staff through each stage of the Redevelopment project, ensuring alignment with the construction Baseline Schedule. Monitor construction progress and the Baseline Schedule with regard to ICAT activities. Work collaboratively with Project Co. to maintain scope and schedules related to ICAT specifications. Oversee the ICAT work plan, including all consultations relevant to the Project Agreement. Oversee and coordinate ICAT throughout the multi-phase lifecycle of the entire Multi-Year Facilities Redevelopment Master Plan, including leading the development of technical specifications for ICAT, managing tasks that may overlap in timing. Offer leadership in conceptualizing, designing, developing, and managing risks and architecture for the project implementation strategy, leading complex corporate change initiatives from design to execution and successful adoption. Collaborate effectively with both the Planning and Design, and the Furniture, Fixtures, and Equipment teams to ensure ICAT requirements are thoroughly embedded within the design and equipment lists. Collaborate with users to develop departmental and service pans that ensure alignment among equipment, workflow, facility design, and enabling technologies. Supervise the development of ICAT equipment requirements, encompassing both centralized (data server) and localized (departmental list requirements) elements, to support all ICAT functionalities and the essential interfaces required for the effective clinical operation of equipment acquired for the project. Engage key organizational stakeholders, including clinical users and external vendors, to facilitate efficient change management and realization of benefits. Implement efficient project management principles and practices to ensure the timely and budget-compliant delivery of a demanding project. Contribute to the establishment of quality standards, controls, and procedures, ensuring compliance across all solutions. Cultivate essential relationships, both internally and externally, particularly with vendor management and the senior leadership team. Actively participate in various high-level meetings, including the Board of Directors, Project Governance, User Groups, and Design Team Strategy sessions. Foster a close working relationship with the Steering Committee by preparing progress reports and conducting analyses to support key decision-making processes.

Position Requirements:



Bachelor's degree in a technology discipline with experience as a senior project manager at a minimum. Project Management Professional (PMP) designation is an asset. Minimum of 10 years' of experience in managing local and remote teams, full-time staff, contractors and vendors. Minimum of 10 years' of progressive experience in Information Technology and in Health Information Technology. Minimum of 7-10 years' of experience in the implementation of large health information systems and complex Design Build Finance Maintain (DBFM) redevelopment hospital projects. Experience and understanding in commonly used healthcare applications and technologies. Exceptional ability to communicate complex technical issues in plain language. Demonstrated management, facilitation, written and oral communication, and presentation skills. Experience in co-leading large scale capital development projects. Skilled negotiator who is able to bring consensus to challenging issues. Skilled in diagnosing and solving complex clinical (business) process problems and providing detailed analysis. Experience working in a matrixed environment. Prior experience in directing the strategic design, acquisition, management, and implementation of an enterprise-wide technology infrastructure. Extensive experience in vendor and sourcing management. Ability to analyze new technologies and determine risk/benefit of migration. Strong leadership presence and ability to engage, inform, and influence. Outstanding reputation for building effective working relationships within the organization and externally to create collaboration with associated industry groups/entities. Demonstrated skills in collaboration, teamwork, problem-solving, and providing customer service excellence. Strong critical thinking, problem-solving, analytical, process improvement, and project management skills. Extensive familiarity with Ontario healthcare IT environment.
