Job Description


OverviewThe Engineering Design and Construction Department is responsible for project delivery of the design and construction of City of Richmond\xe2\x80\x99s capital infrastructure program. The Department works to foster and enrich an inviting and functional environment that welcomes and supports employees and the community. The team works to ensure a high standard of customer service delivery while facilitating the delivery of Water, Sanitary, Roads and Flood Protection capital projects.Reporting to the Senior Project Manager, this position requires the incumbent to act as a liaison and coordinator between, engineering and construction firms and for a wide variety of design and construction projects ranging from minor improvements and feasibility reviews, to large multi-year infrastructure projects. The Project Coordinator is responsible for the development and definition of project scopes, schedules and budgets, as well as supporting in the oversight of project consultants for the delivery of feasibility/concept level studies, schematic designs, design development, permit applications, and the necessary internal reviews, approvals and reporting as required for the project. Additionally, the Project Coordinator will lead project administrative efforts, including information collection and management, cost tracking, reporting and job close out requirements.Examples of key responsibilities include, but are not limited to:

  • Coordination of design, contract administration and documentation. Administer the project during the construction phase, monitoring progress against the schedule and budget.
  • Cost estimating.
  • Preparation of technical and status reports, project specifications, tender documents, schedules, and budgets.
  • Conducting field inspections of the work performed and ensuring the work is completed in accordance with contractual terms and regulations.
  • Facilitating and managing City infrastructure design and construction projects.
  • Facilitating and coordinating City infrastructure design and construction projects under the supervision of a Project Manager or Senior Project Manager
  • Ensuring that the quality of work is within City standards and is completed in a timely and cost effective manner.
  • Overseeing consultant and contractor teams to ensure delivery of full scope of services, and evaluate performance.
  • Overseeing design review, check consultant design documents for accuracy, completeness, appropriateness, and conformance to City policy, bylaws, contract requirements, regulations, guidelines and standards.
  • Establishing initial project requirements including identifying resources required for the project, i.e. consultants, internal and resources.
  • Establishing Project Budget Control reports to identify the approved budgets, cost tracking and the forecasted total project costs. Maintaining and updating financial documentation.
  • Entering and tracking project information in the in-house capital project software, including past cost tracking, capitalization and job end reporting administration
  • Maintaining records of consultant and contractor performance.
  • Writing RFP\xe2\x80\x99s, EOI\xe2\x80\x99s, and tender documents for consulting services, and liaise with the Purchasing Department as may be required for consultant and contractor procurement.
  • Administration of project tracking and reporting requirements for various grants and other external stakeholder coordination
Knowledge, Skills & Abilities:
  • Knowledge of the City of Richmond policies, procedures, and practices with an ability to apply these to the work being performed and ensure that documentation is being accurately collected and entered into various software systems such as Richmond Enterprise Document Management System (REDMS).
  • Ability to understand and use of the City\xe2\x80\x99s standard form of consulting and construction contracts, Construction Manager Master Agreement, supplementary conditions, RFP, EOI, RFQ templates, and related template forms and letters.
  • Experience and knowledge in design and construction principles, engineering practices and procedures applicable to the work performed.
  • Considerable knowledge of construction costs, materials, methods and practices.
  • Working knowledge of Master Municipal Construction Documents and Specifications, zoning and related municipal legislation governing the work performed.
  • Knowledge of the safety hazards associated with the work.
  • Ability to assist with the coordination of design, contract documentation, and contract administration as well as to act as a liaison and coordinator for specific design and construction projects.
  • Ability to review, analyze, assess and interpret plans, specifications, contracts and other materials.
  • Skill in the operation of Microsoft Office Suite including Word, Excel, MS Project and Outlook.
  • Ability to identify project risks to develop a Risk Management matrix and mitigation plan.
  • Demonstrated ability to deal effectively and tactfully while maintaining cooperative working relationships with a wide variety of internal and external contacts.
  • Must be able to plan, prepare and maintain reports, records, correspondence and various other materials as well as provide direction to one or more technical subordinates.
  • Demonstrated ability to use manual and computer assisted drafting tools and equipment.
  • Ability to lead public sector procurement processes adhering to bylaws, policy and provincial standards, with understanding of private sector project delivery processes.
  • Ability to work safely on construction sites.
  • Positive attitude and ability to interact positively with stakeholders while excelling in customer service.
  • Ability to exercise sound judgement and decision making.
Qualifications and Experience:Graduation from an Institute of Technology with a Diploma of Engineering /Engineering Technology (or equivalent) with preference for Civil Engineering, including or supplemented by courses in project management, plus 3+ years related experience, or an equivalent combination of training and experience. Preference may be given to applicants with experience gained in large, complex and/or unionized environments. Project Management Professional (PMP) credential is an asset. Class 5 Drivers License for the Province of British Columbia.Working Conditions:Some field work including construction site visits and inspections where there may be exposure to height, noise, untidy and potentially hazardous site conditions during construction and/or including exposure to weather conditions.
