ABOUT THE ROLE




Reporting to the Project Manager, Wastewater Demand Analysis & Programs is responsible for coordinating and implementing various performance, improvement and strategic programs for the branch, such as Business Process Improvements and Performance Metrics related to Inflow and Infiltration Reduction Strategy and assisting in the branches strategic plan/goals; developing and maintaining guidelines, standards, policies and procedures for work being conducted on behalf of the department; coordinating and working on projects with external consultants or contractors; performing program and project planning; and integrating technical information into evolving departmental knowledge database.


WHAT YOU'LL BE DOING




Participates in and coordinates the development of programs/projects. Designs and plans project components, develops terms of reference for consultant/contractor assignments and procures goods and services. Develops key performance indicators and monitors performances of various projects, undertaken by the Business Unit, and identifies areas for further improvement. Provides input into the annual business planning cycle. Ensures quality assurance activities to monitor project effectiveness and support continuous improvement efforts with the Business Unit. Assesses resource needs and provides input to program designs for the Branch. Assists management in business planning tasks Provides coordination and technical support for projects under direction of management. Plans, coordinates and oversees projects in terms of quality and quantity assurance in compliance with contracts. Ensures that services provided meet Regional customer service standards. Participates on committees, work groups, task forces and special projects, as assigned. Performs other duties as assigned in accordance with Branch and Department objectives. Participates in team building activities, coaching and mentoring of other staff members, as directed.

WHAT WE'RE LOOKING FOR




Successful completion of a University Degree in Planning, Civil Engineering, or Environmental Studies or approved equivalent combination of education and experience. Minimum three (3) years demonstrated experience in program or project coordination in environmental, planning or engineering disciplines. Demonstrated working experience in Project Management for municipal planning studies. Thorough knowledge of water, wastewater and solid waste management process/projects, concepts, practices and roles of different levels of government. Working knowledge of related legislation and regulations. Knowledge and demonstrated ability in corporate core competencies including communication, innovation, teamwork and collaboration, and personal ownership. Excellent analytical skills with demonstrated knowledge of statistical analysis techniques. Strong presentation and writing skills to present and convey issues, ideas and concepts. Computer literacy utilizing MS Office software applications as well as working knowledge of relational database systems, Geographical Information Systems, and ability to manipulate micro-computer systems relating to data transfer. Ability to identify issues, challenges and opportunities and sound problem solving skills. Ability to negotiate/facilitate, build consensus and present information to varied audiences. Ability to monitor, analyze and assess work methods. Ability to work outside normal business hours, as required. Council Approval Date
