Project Overview
RentSmart is a nationally recognized tenancy education program that equips renters and landlords with the knowledge, skills, and confidence to build successful tenancy relationships. At its core is a Train-The-Trainer model: certified Community Educators deliver the RentSmart Certificate and supplementary courses in their own communities, creating a sustainable, locally-led approach to tenant education.
Through funding from the City of Calgary's Home Program, we are bringing RentSmart to Calgary with a focus on local relevance and community impact. This project will:
Adapt the RentSmart curriculum
to reflect Alberta's Residential Tenancies Act and Calgary's rental landscape through direct consultation with local tenants, landlords, and housing experts
Recruit and certify 20 Calgary-based Community Educators
from frontline service providers and other organizations
Deliver training to 250 tenants
through both in-person and virtual sessions, with targeted outreach to equity-deserving communities
Build landlord awareness
of RentSmart certification as a trusted tenant reference
Evaluate impact
on housing stability, tenancy confidence, and system change
This project creates a foundation for sustained, community-led tenancy education in Calgary, reducing barriers to housing, preventing evictions, and strengthening tenant-landlord relationships across the city.
Scope of Services
The contractor will provide coordination, facilitation, and community engagement services for the RentSmart Calgary project over an 18-month term (November 2025 - April 2027), with possibility of extension. The contractor will work collaboratively with the RentSmart team, with overall project management and evaluation led by Centre staff.
1. Local Coordination & Stakeholder Engagement
Coordinate logistics for all Calgary-based project activities including stakeholder sessions, training events, and community outreach
Design and facilitate 3 stakeholder focus groups with Calgary tenants, landlords, and housing service providers to inform curriculum adaptation.
Recruit diverse focus group participants, prioritizing representation from equity-deserving communities including youth, newcomers, Indigenous peoples, and racialized communities
Synthesize stakeholder feedback into actionable recommendations for curriculum updates
Establish and maintain relationships with Calgary housing organizations, community agencies, and service providers throughout the project
Coordinate with Communications team on campaign timing, materials distribution, and community outreach strategies
Provide local market intelligence on Calgary's rental landscape, emerging issues, and community needs
2. Community Educator Recruitment & Support
Recruit 20 Calgary-based Community Educators through targeted outreach to housing organizations, social service agencies, and frontline workers
Onboard educators to the Centre's learning management system and provide ongoing technical support with the educator dashboard
Maintain regular communication with Community Educators to provide coaching, troubleshoot challenges, and share resources
Monitor course delivery and gather feedback from educators to identify support needs and program improvements
Facilitate peer learning opportunities and connection among the Calgary educator network
3. Training Facilitation & Delivery
Complete RentSmart Educator certification to independently deliver training
Deliver 2-5 RentSmart Educator certification courses to certify Calgary-based educators, including pilot sessions and refinements based on feedback
Conduct targeted information sessions for specific communities identified through stakeholder consultation (e.g., youth-focused sessions, newcomer outreach)
Deliver select tenant training sessions as needed to support Community Educators and maintain direct connection with learners
Ensure all training delivery is culturally responsive, trauma-informed, and adapted to learner needs
Support the Education Specialist in developing Calgary-specific case studies, examples, and supplementary materials
4. Data Collection & Reporting Support
Maintain detailed records of courses delivered, participants served, and educator activities
Collect and compile statistics on program reach, completion rates, and participant demographics
Administer pre/post surveys and gather feedback from participants and educators
Support outreach for 6-month follow-up surveys with course graduates (as directed by project management team)
Provide regular activity updates and data summaries to support project reporting requirements
Contribute local insights and qualitative findings to support the Final Project Report
5. Administrative Support
Track time and prepare monthly invoices with activity summaries
Coordinate meeting logistics for stakeholder sessions, training events, and partner check-ins
Maintain organized project files and documentation of deliverables
Support the RentSmart Manager and Development Manager with administrative tasks as needed
Local Presence Requirement
: This role requires a Calgary-based contractor available for in-person facilitation and community engagement. While the role offers flexibility, expect approximately 15-20% in-person work, with highest intensity during stakeholder engagement (Q3-Q4 2025/26) and educator training delivery (Q1 2026/27).
Required Skills and Experience
We are seeking a contractor with demonstrated expertise in community facilitation, stakeholder engagement, and adult education. The ideal candidate brings deep knowledge of Calgary's housing landscape and proven ability to build trust across diverse communities.
Core Requirements
Facilitation & Training Expertise
Minimum 3 years of experience designing and delivering adult education or community training programs
Proven ability to facilitate group discussions with diverse stakeholders, including those with conflicting interests (e.g., tenants and landlords)
Experience adapting content and teaching approaches for diverse learning needs, including neurodivergent learners, would be an asset.
Strong skills in both virtual and in-person facilitation formats
Community Engagement & Relationship Building
Demonstrated success coordinating engagement activities with multiple stakeholder groups
Experience recruiting and supporting community-based educators, volunteers, or program partners
Ability to build credibility and trust with equity-deserving communities, including Indigenous peoples, racialized communities, newcomers, and persons with disabilities
Understanding of trauma-informed and culturally responsive engagement practices would be an asset
Local Housing Knowledge
Excellent working knowledge of Calgary's rental housing landscape, including current challenges facing tenants and landlords
Familiarity with Alberta's Residential Tenancies Act and common tenant-landlord issues
Established connections within Calgary's housing, social services, or community development sectors (preferred)
Technical & Organizational Skills
Proficiency with MS Office Suite, Zoom, and virtual collaboration tools
Experience with Learning Management Systems (LMS) or online training platforms
Strong organizational skills with ability to manage multiple activities, deadlines, and stakeholders simultaneously
Excellent written and verbal communication skills
Data & Reporting
Experience collecting and organizing program data, participant feedback, and activity statistics
Ability to maintain accurate records and prepare clear activity summaries
Additional Assets
Prior experience with the RentSmart program or similar tenancy education initiatives
Background in tenant support services, housing counseling, or landlord relations
Formal credentials in Adult Education, Social Work, Community Development, or related fields
Experience working with neurodivergent populations or neuroinclusive program design
Bilingual capacity (particularly languages spoken by newcomer communities in Calgary)
Understanding of anti-oppressive practices and equity frameworks

Work Environment
This is a dynamic, collaborative project requiring adaptability and initiative. The contractor will work independently while maintaining regular communication with the RentSmart Manager, Development Manager, and Education Specialist. The project involves frequent interaction with Community Educators, tenants, landlords, housing organizations, and community partners.

Compensation

Estimated commitment

Payment terms
