Job Description

Roska DBO is seeking a Project Controls Specialist for our busy customer whose office is based in downtown Calgary. This is a contract position with a 5/2 schedule with trips to site required as necessary. The PCS is accountable for scheduling, integrated planning, cost control, progress tracking, and change management for engineering design, procurement, construction and maintenance projects.

The successful candidate will be a subject matter expert in using P6 and SAP for schedule and cost management, respectively. Basic knowledge of SiteView is also preferable. The candidate must have a proven track record of working at site on large scale, complex Oil & Gas projects interacting with multiple contractors and covering all project phases and disciplines.

Key Accountabilities

  • Develop integrated project and program schedules by integrating plans from all functional groups, including but not limited to engineering, procurement, contracting, fabrication, modularization, construction, commissioning and start-up.
  • Prepare alternative and what-if schedule scenarios for decision-making and recovery or work-around plans.
  • Resource-load, level, optimize and "crash" schedules.
  • Establish schedule baselines and re-baselines where required. Update schedule on routine basis.
  • Support analysis of contractor bids including schedule/commercial normalization of various proposals.
  • Maintain integrity of scope and quantity data as a basis for schedule management.
  • Monitor, update, control and forecast projects schedules, committed, incurred and invoiced costs.
  • Track projects incurred and actual costs against budgets and forecasts in SAP and SiteView.
  • Prepare reconciliations, monthly reports, trends, forecast at completion estimates, variance analysis, manpower profiles, spend profiles and project completion reports.
  • Review and evaluate contractors' change requests and participate in project change management and risk management reviews. Incorporate approved changes into schedules, baselines and budgets as needed.
  • Review & Validate contractor and/or partner project schedules, progress reports, manpower plans, and installed quantities tracking to ensure alignment with incurred cost and forecast cost/schedule analysis.
  • Assist the project team in forecasting spend for accrual purposes.
  • Validate and release all invoices related to project activities in a timely and efficient manner.
  • Assist in the processing of journal entries for financial accuracy.
  • Work closely with cost estimating, risk management and functional leaders to develop integrated project schedules, progress, and analysis reports.
  • Provide cost input to projects benchmarking and provide related metrics such as rates of progress and manpower densities.
  • Provide input for projects estimating and risk assessments. Apprise management of schedule conflicts, opportunities and risks across functional groups and facilitate improvements.
  • Maintain a document trail to facilitate internal audits of project control systems.
  • Write related procedures as required.
  • Support the project close-out process, as required.
  • Other duties as required and directed by Project Controls Lead, Project Services Manager, Construction Manager and Project Manager.
Required and Preferred Skills and Experience:
  • Expert hands-on work experience in using the Primavera P6 tool.
  • Degree or Technical Certificate, or equivalent work experience.
  • Strong hands-on experience with project accounting practices and principles.
  • Minimum 5 years oil and gas industry experience in a Project Control role.
  • Proficient in the use of SAP and MS Office suite.
  • Ability to work in a fast-paced team environment and meet tight deadlines.
  • Strong technical, interpersonal and team working skills.
  • Familiarity with AFE procedures and the project gate process.
  • Experience with the typical project controls requirements within all types of contract agreements (cost reimbursable, lump-sum, unit rate and target price).
  • Demonstrated analytical skills.
  • High level of accuracy and attention to detail.
  • Efficiently prioritize work to meet deadlines.
  • SiteView experience is considered an asset.
  • Knowledge of the risk management processes, including schedule risk analysis is considered and asset.
