The Opportunity

The City of St. John\'s is currently accepting applications for one Full Time Permanent position in the role of Project & Asset Management Coordinator with the Department of Planning, Engineering, and Regulatory Services.

Reporting to the Manager Facility Engineering for building infrastructure, this position is primarily responsible for supporting the project management team in the design and construction of new public buildings and major renovation projects. Additionally, this position is responsible for completing the asset management inventory of all City buildings by completing desktop reviews of all as-built information (paper and electronic) and conducting in-field assessments and verification of the as-built information and reporting on the condition of the assets using a City developed tool in ArcGIS Pro.

Accountabilities

  • Provide project support for all phases of City building projects, including fire stations, community centers, parks & playgrounds, and administrative spaces.
  • Provide project support by completing Project Management documentation at project onset such as Project Charter, Communication Matrix, Risk Matrix etc.
  • Conduct site visits and respond to a variety of site/ project issues, including but not limited to, architectural, mechanical, electrical, structural, civil and on-site project safety, and provide written solutions and/or reports as required.
  • Review construction designs prepared by consultants and make recommendations for changes as needed.
  • Assist with the preparation of budget estimates for yearly capital out of revenue budget approval.
  • Provide preliminary review of contemplated change orders, change orders, progress payments, and various other related invoices.
  • Attend meetings with the construction team, and/or multiple stakeholders to ensure the successful delivery of various projects.
  • Prepare and issue Limited Calls for Consultation and Construction services.
  • Complete desktop reviews of city building infrastructure and upload the information into the ArcGIS Pro asset management tool for tracking of building assets.
  • Complete in-field assessments and verify that the as-built information is correct, identify anomalies from as-built to present day layout, and complete a building condition assessment using the City developed ArcGIS Pro tool for condition ratings and reporting.
  • Prepare meeting agendas and minutes of meetings for distribution to all project stakeholders and provide timely filing of project correspondence for assigned projects.

Qualifications

Applicants must have successfully graduated from a recognized university with a Bachelor\'s Degree in Civil, Mechanical, Electrical, Structural, or Technology and be registered, or eligible to register with the Professional Engineers and Geoscientists of Newfoundland and Labrador (PEGNL) or the Association of Engineering Technicians and Technologists of Newfoundland and Labrador (AETTNL). A minimum of three (3) years\' experience in a position with similar duties, including the use of asset management software programs such as Computerized Maintenance Management Systems (CMMS) and Arc GIS, is required in addition to proficiency in Microsoft Office, Microsoft Project, and Microsoft Teams. Additional proficiencies related to Project Management (PM) and interpretation of the Public Procurement Act would be considered definite assets. Candidates must be able to read and interpret construction drawings and specifications and prepare concise and effective reports and general written correspondence. The ability to support and prioritize multiple projects with an emphasis on completing projects on time and within budget while meeting the goals and objectives of the Corporate Strategic Plan is also required. Candidates must be able to establish and maintain effective working relationships with staff, general public, contractors and consultants. Applicants must have a valid Class 5 driver\'s license and have access to a personal vehicle for business use. A combination of education and experience acceptable to the City may be considered.

Working Conditions

Limited exposure to noise from industrial equipment and potential exposure to industrial chemicals

Physical Requirements

Ability to climb stairs and ladders and conduct rooftop inspections

Hours of Work

9:00 am - 4:30 pm, Monday to Friday, 33.75 hours per week
