POSITION SUMMARY




The Program Supervisor, Emergency Management is responsible for supporting and participating in a broad range of activities and services related to the planning, development, and management of the County of Simcoe's Emergency Management program and assisting local area municipalities. The Program Supervisor will oversee a diverse portfolio of various emergency management and continuity of operations projects.


Reporting to the Manager, Emergency Management, the Program Supervisor provides leadership to assigned project areas and functions as a subject matter expert providing emergency management support to other departments and partners.


The Program Supervisor will work in a multi-stakeholder environment, representing the County of Simcoe Emergency Management program in various groups/committees with internal, inter-governmental, NGO, and outside partners.

DUTIES AND RESPONSIBILITIES (not listed in any particular order)




This position will have dual responsibility supporting a group of local area municipalities and as well as a specific portfolio supporting the County of Simcoe Emergency Management Program directly.


A significant portion of the Program Supervisors time will be spent supporting a defined group of local municipalities in a selection of the following areas:


Municipal Emergency Control Group Training

Hazard Identification and Risk Assessment, and Critical Infrastructure Analysis

Exercise Design and Delivery

Disaster Response Support

Grant/Funding Application submissions

Emergency Management Program Committee Support

Continuity of Operations Planning

Project Support

The remaining portion of the Program Supervisors time will support the County of Simcoe Emergency Management Program directly in the following areas:


Lead assigned portfolio of Emergency Management tasks supporting the County Emergency Management Program

Function as Alternate Community Emergency Management Coordinator (Alt. CEMC) for the County of Simcoe.

Perform other duties as assigned, including redeployment in emergency situations.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION




Strong knowledge of emergency management obtained through a three (3) or four (4) year degree in Emergency Management, Public Safety. This job may be considered for educational equivalency in accordance with County Policy.

Strong interpersonal and communication skills.

Thorough knowledge of the Emergency Management and Civil Protection Act R.S.O. 1990, and related regulations and Order in Councils

IMS 200 and EM 200 (BEM) certifications required

EM 300 (CEMC) required or willingness to obtain

AEM/CEM, ABCP, IMS 300, and IMS instructor certifications an asset

Knowledge of word-processing and spreadsheet application skills.

Valid G class driver's license and access to a reliable vehicle.

Criminal reference check with vulnerable sector clearance.

EXPERIENCE




A minimum of three (3) years of progressively responsible experience in an emergency management role

Project management experience.

Knowledge of, and demonstrated ability in, the following competencies: verbal and written communication skills, team work, initiative/self-management, accountability, adaptability.

Experience working and leading in multi-disciplinary teams

EFFORT




Will require frequent periods of concentration, mental and visual attentiveness for chairing lengthy community meetings, report writing and analyses, research, and consultation.

Ability to work outside regular business hours, as required.

WORKING CONDITIONS




Regular office environment.

Extensive local travel.

Ability to work remotely if required.

$93,436.00 - $113,677.00
