The Department of Families is looking for a qualified candidate to fill the Program Specialist position located in Winnipeg.

Must possess and maintain a valid Full Class 5 (5F) Manitoba Driver's License and ability to travel within the Province of Manitoba.
Qualifications:
Essential:
Post secondary education in Social Sciences field (preferably Master's in Social Work), equivalent combinations of education and related extensive experience may be considered.
Extensive experience in resource and financial management.
Extensive experience with Community Living disABILITY Services (CLDS) programs and service delivery.
Strong verbal communication skills to interact with a variety of audiences and stakeholders such as vulnerable Manitobans, families in distress, senior leadership in government and external agencies.
Strong written communications skills with experience writing Briefing Notes, letters, emails, policy statements/interpretation and training materials.
Strong problem solving skills with the ability to negotiate for sound solutions with an array of stakeholders.
Strong interpersonal skills with ability to collaborate and establish working relationships with tact and diplomacy.
Effective interpersonal skills with the ability to establish strong working relationships with provincial and private Child and Family Service agencies and external collaterals, Child and Family Services Authorities and provincial departments and agencies, as well as community partners. - Experience in applying relevant policy, legislation and/or regulations in a management or consultative/leadership capacity in program or service delivery.
Experience using Microsoft Office Suite Applications: Outlook, MS Word; MS Excel and Power Point.
Experience in developing and implementing training for staff to acquire advanced knowledge of programs, policies, services and standards.
Desired:
Ability to read, write and verbally communicate in French.
Duties:
Reporting to the Director of Adult Disability Programs, the Community Living disABILITY Services (CLDS) Leading Program Specialists (hereafter referred to as "specialists") provide policy interpretation, guidance, leading practice consultation, training and mentoring to senior regional, supervisory and related field staff (six regions in northern and rural Manitoba and 12 community areas and Centralized Services and Resources in the City of Winnipeg) on all matters pertaining to the CLDS Program and its relationships to other collateral programs and systems, such as Employment Income Assistance (EIA), Child and Family Services (CFS), Justice and Health.
The specialists develop and maintain effective complex working relationships "up" and "down", or at all levels of the Department of Families, as well as across policy and service delivery systems, to contribute to the effective and efficient delivery of the CLDS Program. Strong working relationships with policy and delivery staff and management in collateral systems, such as EIA and Health, are essential to achieve service coordination and effective cost-sharing arrangements. The specialist is expected to represent staff interests/perspectives with senior program officials and vice versa. The specialists have lead responsibility in responding to Ministerial issues or inquiries on case related matters and to consult with the regions and programs on their resolution. They are responsible for reviewing, coordinating and presenting funding requests to the CLDS Approval and Prioritization of Funding Committee and Exceptions Review requests to the Exceptions Review Committee.
