About Us

The mission of the Department of Public Works is to deliver quality public building infrastructure for Nova Scotia. Our mandate is to ensure that the institutional infrastructure is constructed in a way that improves the lives of Nova Scotians while furthering the Provincial Government\'s goal of acting on climate change. The Building Infrastructure Design and Construction (BIDC) Division of Public Works is responsible for the design and construction of new and renovated building infrastructure ranging in value from $1,000,000 up to $500,000,000 and encompassing building types such as Schools, Courthouses, Healthcare Facilities, Museums and Art Galleries, Provincial Buildings, Highway operations buildings and more.

About Our Opportunity

Reporting to the Building Infrastructure Director, The Program Specialist is responsible for providing specialized and/or administrative and supervisory work in developing government programs. Administers, and manages government programs; administers and supervises the mediation of complaints in accordance with departmental policies and government legislation; plans, develops, evaluates, promotes and monitor new initiatives. Delivery for one or more programs on a tactical level.

Primary Accountabilities

  • Leads the development of departmental processes and policies required to implement a document and project management system. Examples would be the development and maintenance of digital contacts, consultant change orders, change directive, addenda, and invoicing etc.
  • Conducts needs analysis and leads and/or responds to complex concerns from program stakeholders and collaborates with the directors to plan, develop, evaluate, promote, and monitor new program initiatives.
  • Analyses and provides program recommendations through reports and advice to management; develops program plans, updates program(s), and provides program evaluation.
  • Manages communications re project and construction management processes and assists with change management as the team migrates from a shared drive to a new Document and Project Management system.
  • Assists in document management, naming conventions, and storage standards and problem solves issues that arise for internal and external users related to document management and project processes.
  • Adds new projects and other items (capabilities or level of authorization) to user accounts to run monthly reports.
  • Provides support, guidance, and software and process training to internal and external stakeholders/users working with a new Document and Project Management system project processes.
  • Manages day-to-day relationships with clients, contract service providers, and team while working within an established contract management plan.
  • Advises and mediates complaints, responds to and may be involved with investigations. Identifies needs and responds to questions and concerns from key stakeholders and program users.
  • May deliver outcomes by supervising others and monitoring the support team to facilitate program objectives.
Qualifications and Experience

Your Experience and Education are required as follows:
  • You must have a university bachelor\'s degree.
  • You must have a minimum of five (5) years working in developing programs for public and/or private organizations.
  • A bachelor\'s Degree in public administration and governance would be considered an asset.
  • Experience with the construction industry working on large Infrastructure Projects, for example: Schools, Hospitals, Offices, Justice Department projects or Museums, would be considered a strong asset.
  • Experience with owner/consultant and owner/contractor contracts would be considered a strong asset.
  • Experience with eBuilder, Procore or similar document and project management software would be considered a strong asset.
  • An equivalent combination of training and experience will be considered.
Your Work Experience and Skills are required as follows:
  • You demonstrate sound judgement and interpersonal skills.
  • You are a self-starter with strong initiative and leadership abilities.
  • You can manage multiple priorities at a time in a fast-paced environment.
  • You can communicate well through written and verbal formats with clients, consultants, contractors, government departments and agencies.
  • Computer skills are required, including proficiency in MS Word, Outlook, Excel and Teams.
We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Equivalency

An equivalent combination of training, education and experience will be considered. Equivalencies may include, but are not limited to:
  • Completion of a 2-year diploma and seven (7) years of related experience

Working Conditions

This role is primarily based in a comfortable office environment, and you may be working at your computer for extended periods of time. You may be required to travel within the province to visit sites or regional offices.

Pay Grade: PR 13

Salary Range: $2,543.38 - $3,091.70 Bi-Weekly
