About Our Opportunity
Reporting to the Senior Policy Analyst for Mortgage, the Program Specialist and Compliance Officer (PSCO) is responsible for providing specialized program administrative and compliance work for the regulation of the provincial mortgage regulatory framework. The PSCO is a program specialist who provides expertise regarding the administration and compliance of business programs and oversees complaints in accordance with departmental policies and government legislation.
Primary Accountabilities
-Supports the Senior Program Administrator and Compliance Officer to create compliance programs for consumer and business complaints, routine business inspections, investigations, and high-risk business activities to ensure the ongoing quality of Nova Scotia's regulatory compliance framework. Supports the implementation and evaluation of investigations, policies, and processes for optimal regulation of the businesses and individuals licensed under the Mortgage Regulation Act (MRA). Provides business analysis, program evaluation, and policy recommendations through reports and advice to management. Provides independent, specialized professional and financial expertise for the administration, management, and delivery of government programs.
-Inspects and monitors program compliance activities, which may include site visits and formal investigations. Conducts investigations on mortgage files (trust, financial, disclosures) where fraud is suspected and/or confirmed. Provides risk assessment of each business as determined by compliance review or special examination and reports to management.
-May supervise compliance officers' general activities for quality and efficiency, including on-site inspections, analysis of findings, and compliance reports. Prepares reports about compliance findings and makes recommendations to the Senior Policy Analyst.
-Advises and mediates complex financial and consumer complaints related to commercial fraud, financial or professional misconduct, in accordance with departmental policies and government legislation.
-Delivers on the established outcomes by developing professional relationships with business professionals, consumers, and team members and supports senior colleagues in the development of internal and external communications for professionals and partners.
Qualifications and Experience
To be considered for this opportunity, you hold a post-secondary degree with five years of progressive experience in a related field. An equivalent combination of training and experience may be considered. A finance or accounting degree will be considered an asset.
This position requires competencies to support a critical, highly regulated program area as demonstrated through formal and/or informal experiences.

- Working independently to implement program, legislative, and business processes
- Supporting initiatives with analytical and operational expertise to ensure high quality results and decisions.
- Developing and maintaining internal and external participant relationship
The Program Specialist and Compliance Officer will:

This competition is being leveraged to fill a permanent, full-time vacancy based in Halifax, Nova Scotia.
Travel throughout the province may be required sometimes on short notice (including day/night and overnight travel), as well as out-of-province travel.
A valid driver's license is required for travel around the province.
