Under the direction of the Director Reaching Home, the Program Officer is responsible for receiving and reviewing funding proposals under the federal Reaching Home strategy, as administered by End Homelessness Winnipeg. The Program Officer will provide analysis of funding proposals, complete recommendation reports, complete funding agreements, monitor projects and payments as detailed in legal agreements. Specifically, the Program Officer will:
Work collaboratively with the Senior Director Reaching Home, Director Reaching Home, staff team, and key stakeholders to address homelessness in Winnipeg
Receive and review funding proposals
Provide evaluation, analysis, and recommendation on funding proposals
Develop legal agreements with proponents
Confirm other sources of project funding and partnership where appropriate
Receive and review project progress reports
Monitor projects consistent with requirements of legal agreements
Negotiate project amendments and provide recommendations to Senior Director
Undertakes site visits as needed to confirm project progress and compliance of proponent with the legal agreement
Manage project announcements
Attend public announcements where necessary
Establish and maintain positive stakeholder relationships
Provide updates to the Director Reaching Home on community issues, concerns, and opportunities.
You are passionate about ending homelessness and have an in-depth understanding of homelessness and housing, as well as the needs of particularly vulnerable and over-represented populations and the issues affecting many homeless and low-income people. You also possess the following qualifications or an equivalent combination of education and related experience:
A relevant post-secondary degree/diploma in a related discipline, e.g. community development, Indigenous studies, social services, planning
Working knowledge of community issues such as homelessness, colonization, poverty reduction
Extensive experience in project analysis, administration, monitoring, and evaluation
Ability to communicate complex issues both in written and verbal formats
Ability to lead and/or facilitate small and large group discussions
Ability to analyze technical and financial feasibility of projects/project financial reports including operating costs, and funding sources in compliance with Reaching Home program requirements
Experience interacting with community organizations, funders, and stakeholders
Ability to maintain accurate records
Ability to establish and maintain working relationships with internal and external stakeholders
Ability to work effectively with minimum supervision
Ability to work with Microsoft Windows including intermediate to advanced skill using Microsoft Office programs (i.e. Word, Excel, Outlook, PowerPoint)
A valid MB driver's license and access to a personal vehicle for transportation.

Salary range: $58,789 to $68,153 depending on qualifications and experience.
These positions include full-time, permanent positions and are unionized under MGEU Local 439.
