CLASSIFICATION: Program Manager - 1 Permanent Full-Time Position
POSITION SCOPE:
The Program Manager, who reports to the Director of Client Care, is responsible for their individual program; to plan, implement, coordinate and evaluate all aspects of the program within the facility. The Program Manager liaises with all areas / units including clients, families, employees, Managers, Human Resources, physicians, agencies, volunteers, the community and others as required in order to coordinate client care.
Position Responsibilities:
Facilitates and promotes CSS' strategic plan.
Provides daily direction and leadership on the Care unit.
Is responsible for coordinating total 24-hour care/programs on the unit in conjunction with other members of the multidisciplinary team.
Identifies issues on the unit and develops strategies to assist with the solution.
Participates actively and positively in all staff/team and committee meetings.
Promotes and maintains good working relationships and communication with clients, families, employees and outside agencies.
Participates in a team approach by attending meetings, in-services and other training programs.
Complies with the Continuous Quality Improvement (CQI) program by keeping up to date on developments in the field and by participating in the continual development of the program and its personnel.
Performs any other related tasks and duties that may be assigned as required, in order to maintain proficient workflows.
Ensures collaboration with scheduling on employee training requirements is met and maintained.
Ensures client trust funds are properly managed and that KRRC policies are being followed.
Performs additional duties as required.
Client Care
Maintains and promotes health and safety standards and procedures in accordance with the Department of Opportunities and Social Development/Department of Health/the organization's guidelines and client care standards to a level consistent with recognized national and provincial standards, including ethical guidelines.
Maintains an ongoing knowledge of individual clients in order to ascertain the need for additional or modified service in conjunction with the multidisciplinary team.
Ensures optimum physical, emotional, intellectual, and spiritual well-being of clients through adherence to CSS' policies and programs.
Reviews clinical matters with the appropriate interdisciplinary member, including the unit physician and psychiatrist.
Ensures client medications are reviewed or assigns a designate.
Ensures clients attend regular routine appointments and specialist consultations.
Ensures maintenance and integrity of client and unit records.
Ensures all required reports and statistics are sent to various areas as needed.
Ensures availability of supplies and equipment.
Human Resources
Participates and ensures the orientation program for all new employees, volunteers and students will prepare them to work in a safe, competent manner.
Ensures schedules meet safety needs of clients and are consistent with KRRC policies and procedures.
Ensures employee timecards are accurate and forwarded in timely manner.
Assigns duties to unit personnel.
Evaluates the work performance of unit personnel/casual employees.
Monitors and compiles employee Attendance Support Program and works in collaboration with return-to-work plans.
Collaborates with the Human Resource Department for the functions of hiring, discipline and termination of employees for the unit.
Ensures HR is notified whenever a work-related injury will or will likely incur time loss and/or when the employee has sought medical attention.
Links in HR on issues relative to high risk and/or serious misconduct issues
Ensures documented coaching during regular and probation periods where required.
Collaborates with HR on additional duties as required.
Financial Management
Manages and controls the unit's financial plan, including budget, financial and variance reporting.
Identifies needs, assists in the development of, and implementation of the budget for the management of the unit.
Professional Accountability & Development
A member in good standing with your licensing/professional bodies.
Committed to continuing education through courses, seminars, conferences, journals, etc.
Ability to work within a multidisciplinary team environment.
Must hold in confidence all matters pertaining to clients, employees and KRRC.
Safety Acknowledgement
Encourages and participates in continuous improvement in all work-related activities.
Ensures Quality Accreditation standards involving Risk, OH&S and Human Resources are being met and/or maintained.

QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. Post-secondary degree in the health professions (e.g., Nursing, Occupational Therapy, Social Work) and a member in good standing with applicable licensing/professional bodies. Minimum of 3-5 years of management experience preferred. Ability to work with basic math concepts such as: sums, products, percentages, ratios and apply them to practical situations. Possesses analytical and critical thinking skills that will enhance problem solving and decision-making. Must have excellent verbal and written communication skills. Demonstrates creativity and flexibility in approaching issues/concerns and implements best practices. Ability to make decisions which are of a critical nature and which demonstrate excellent judgment ability. Strong leadership, communication and organizational skills. Sharing knowledge and developing the potential in others Demonstrates the ability to be self-directed, self-motivated. Demonstrates accountability and punctuality. Proficient in Word, Excel, Outlook, PowerPoint, Internet/Intranet, SSC, Avanti Technology, etc. Ability to learn and excel at other software programs related to the role (e.g., scheduling programs, client management systems). Knowledgeable and experienced in areas of client care practices, as related to persons with psychiatric illnesses, intellectual and physical disabilities, and behavioral. challenges. Demonstrated experience in management of behaviours, psycho-geriatrics, and psycho-social rehabilitation. Demonstrates commitment to the organization's strategic direction and demonstrates work to move the unit in that direction. This position is responsible for supervising their unit, clients and employees.
