The Technology Services Division provides leadership in modernizing City of Toronto services through strategic investment, digital transformation, and management of the City\'s technology systems. The Division acts as a coordination point for driving business improvements by partnering with all divisions in re-designing business operations, translating business needs into innovative technology solutions, and implementing those solutions. As a key member of the Office of the Chief Technology Officer (CTO), you will play a pivotal role in supporting the delivery of City programs and services through such innovative business solutions as well as secure, reliable, and dependable technology infrastructure.Reporting to the Manager, Office of the Chief Technology Officer, and leveraging your ability to provide insightful decision-making support and knowledge in program management, you will provide senior-level strategic and operational support to the Office of the CTO and the senior management team. This will see you leading and addressing matters related to divisional communications activities such as annual reporting, diversity equity and inclusion initiatives, employee engagement, town halls and the divisional intranet page, in addition to issues management, and Committee/City Council reporting.What can you expect to do?Being highly experienced and comfortable collaborating, consulting, and coordinating with senior-level leaders in a large-scale organization or a complex, multi-stakeholder environment like ours will be vital to your success as Program Manager, Office of the Chief Technology Officer. Tasked with providing strategic advice, day-to-day operational support, and professional judgment on complex issues for the CTO\'s Office and the senior management team, you will develop effective communications strategies and assist the Office in addressing both emerging and ongoing issues for the Division to ensure the delivery of Technology Services and associated transformational work.Sharing expertise in communications strategyAn excellent communicator and relationship builder, you will act as a main point of contact for the Office on all communications and reputational matters, including internal and external communication, media relations, with a focus on supporting the Office\'s overall goals and maintaining a positive relation with the City\'s stakeholders. You will oversee the planning, design, development, implementation, and maintenance of a communication strategy for the Office, ensure that Division-related strategic and operational items are reported and tracked, and develop consistent, effective communication to senior management to help establish an issues management centre of excellence.Acting as a subject matter expert in all thing\'s communications, you will advise on appropriate resources required to create presentations, document writing, divisional posters, annual reports and business plans, staff communiqu\xc3\xa9s and support special events. You may also represent the CTO on City-wide corporate initiatives and at meetings and forums on Technology Services.Full-scope project and program managementAs Program Manager in the CTO\'s Office, you will be expected to manage and coordinate assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning, while ensuring that project expenditures are controlled and maintained within the approved budget. Adept at leading change in a process-focused environment, you will establish strong governance and controls for large, complex programs, and audit committee activities, communicating and collaborating with the development team and operational stakeholders.A collaborative approach to continuous improvementThe Division and the Manager will count on your assistance regarding confidential staffing and labour relations matters, as well as your recommendations concerning communications related to service optimization and business process simplifications that could result in alternate service delivery/contracting out, restructuring, changes in staffing level, downsizing and resource allocation. Committed to keeping informed, you will conduct comprehensive research into the assigned area, taking into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government. You will also partner with multiple stakeholders and external sources to gather input to continually improve Office programs and processes and collaborate across teams to develop solutions aligned with TSD\'s business priorities and needs.Contributing to informed decision-makingYour analytical and critical thinking will be evident as you prepare strategic advice for the Office on corporate and divisional issues, projects, and related matters, and prepare presentations, correspondence for the CTO on corporate/divisional initiatives and other topics, often under tight time constraints. You may also act as a Unit representative at meetings with other divisions and Councillors for information-sharing purposes and maintain a thorough knowledge of current corporate and other divisions\' issues and initiatives. Ultimately, you will play a key role in ensuring a high quality of service, building capacity, and contributing to the CTO\'s mandate by planning, implementing, and overseeing program quality assurance and processes to support the Office.Key Qualifications:Among other strengths, your profile for the role of Program Manager, Office of the Chief Technology Officer will include the following key qualifications: * Graduate/Master\'s level education in Business Administration, Commerce, Public Policy, Political Science, Education, or another relevant discipline related to the job function, or the equivalent combination of education and experience. Experience in the telecommunications or technology industry is an asset.
  • Considerable experience collaborating, consulting, and coordinating with senior-level leaders in a large-scale organization or a complex multi-stakeholder environment.
  • Considerable experience in preparing comprehensive reports and the application of relevant information to support business analyses and decision-making.
  • Considerable experience leading change and delivering complex projects with minimal direction, while balancing political, community and other stakeholder interests.
  • Excellent business writing skills, conflict management skills, critical thinking, judgment, political acumen, and insight, including the ability to negotiate and achieve consensus among parties having different objectives.
  • Excellent relationship-building skills, ability to work progressively in ambiguity and complexity, and an intense desire to make a difference.
  • Excellent communication and presentation skills, including ability to effectively communicate project status to multiple streams of executive and senior management, business, and technical stakeholders for assigned projects.
  • Ability to work in a highly demanding and rapidly changing work environment with many competing priorities and deadlines.
  • Ability to work independently with minimal supervision and maintain confidentiality when dealing with sensitive matters.
  • Ability to promote and foster teamwork as well as influence and mobilize internal and external staff and stakeholders to achieve desired results.
  • Demonstrated proficiency in issues management and conflict resolution in complex, multi-stakeholder situations.
  • Familiarity with relevant government legislation, including the Municipal Freedom of Information and Protection of Privacy Act, the Human Rights Act and the Occupational Health and Safety Act.
  • Knowledge of municipal government operations, approval processes and political structure.
