Are you a dynamic leader passionate about supporting newcomers? As the

Program Manager

of the Language Assessment & Referral Centre, you will oversee the daily in person operations of LINC Language Assessment Services at various locations and itinerant services. This role demands strategic leadership, budget management, stakeholder engagement, and a strong commitment to continuous program improvement, all while advocating for inclusive and equitable services for newcomers. Reporting to the Senior Program Manager, the selected candidate will lead the delivery and coordination of language assessment services, managing a team of assessors and intake workers to ensure smooth and effective program operations. Key responsibilities include maintaining a deep understanding of immigrant and settlement services, managing client records, ensuring compliance with Canadian Language Benchmarks Placement Assessment (CLBPA) criteria, and driving program improvements. The role also involves budget management, coordinating outreach efforts, and contributing to strategic planning and policy development. The Program Manager will build partnerships with community organizations, promote inclusive environments, and ensure the privacy and protection of client data. Additionally, the role requires applying Gender-Based Analysis Plus (GBA+) principles to deliver equitable services and staying informed on best practices and evolving regulations.

Qualifications

The ideal candidate will hold a Bachelor's Degree in Education, Linguistics, Social Sciences, or a related field, with at least three years of experience in program management, preferably in the non-profit or education sectors. They should have experience leading a team, strong knowledge of language proficiency assessment methodologies, and familiarity with the Canadian Language Benchmarks and iCare. Additional qualifications include a Class 5 Driver's License, the ability to travel within Metro Vancouver, and expertise in grant writing, fundraising, and community-based service delivery.


The candidate should possess excellent communication, organizational, and problem-solving skills, along with a commitment to cultural sensitivity and confidentiality. Experience in ESL teaching and the ability to adapt to emerging trends is also essential.


This role requires the incumbent to undergo a Police Information Check (PIC), and a Vulnerable Sector Check by the Ministry of Justice.
