Position The Program Manager reports to the Nominated Principal Investigator of the International Network of Special Immunization Services (INSIS). INSIS is an international, multidisciplinary network that aims to combine clinical investigations with a \xe2\x80\x98multi-OMICs\xe2\x80\x99 systems biology approach to uncover risk factors and underlying mechanisms for rare adverse events following immunization. INSIS brings together experts in vaccine safety, public health, systems biology, immunology, pharmacogenomics, expert clinicians from middle- and high-income countries who interact with a range of stakeholders from vaccine developers, funders, to representatives from national and international public health organizations. The program manager will oversee a team of 2-3 staff in the INSIS Network Management Office (NMO). The Program Manager is a focal point for the network\xe2\x80\x99s control and is an essential hinge between the scientific and administrative aspects of network projects. The Program Manager provides program support and leadership to an international network, while accomplishing strategic objectives. Key responsibilities include: Planning/Organizing/Leading
Responsible for all facets of program development and delivery, including assisting with strategic planning and execution of the strategic plan
Responsible for the financial well-being of the Network and Project; directs financial management including the oversight and control of research project funds to ensure optimum use of financial resources
Leading preparation of scientific reports, financial reports and financial draw requests
Ensuring researcher and Project compliance with funders\xe2\x80\x99 and institutional policies, guidelines and regulations
Leading grant proposal writing, through to project planning budgeting, implementation, evaluation and report writing
In collaboration with the INSIS Data Management and Analysis Center Director at Boston
Children\xe2\x80\x99s Hospital, develop and implement INSIS Standard Operating Procedures for collection and management of data and biosamples; coordinate with researchers on an ongoing basis to ensure adherence with INSIS SOPs; to support researcher data submission, data access, and analysis
Collaborating with NPI, INSIS co-Lead and Steering Committee on network and project planning and fiscal management issues
Organizing, coordinating, setting agendas and facilitating virtual and in-person internal project meetings, and virtual and in-person meetings of INSIS researchers with external stakeholders
Leading development, implementation, and evaluation of an internal and external communication strategy
Monitoring and evaluating performance outcomes from sub-sites
Serving as a key liaison with academic, government, industry and not-for-profit partners and stakeholders
Acting as the primary interface with the INSIS Data Management and Analysis Center Director and site coordinators
Seeking, building and maintaining relationships with researchers and their research teams; administration at the University of Alberta and partner universities; partner organizations;
Coalition for Epidemic Preparedness Innovations; Brighton Collaboration/Safety Platform for
Emergency Vaccines Project; Global Vaccine Data Network; and other stakeholder and end users
Cultivating exceptional relations with all Project personnel
Contributing to preparation of scientific papers, presentations, and other forms of written and oral communications intended for diffusion to scientific, stakeholder, end user, and lay public audiences
Program and Services Administration
Briefing the NPI on network progress on per need basis
Leading writing/presenting INSIS reports on per need basis to varied audiences
Writing and disseminating mid-term/annual reports for funding agencies (or on per need basis)
Developing and writing policies pertaining to the network in collaboration with the INSIS Data
Management and Analysis Center Director
Participating on key committees as appropriate
Handling Human Resources responsibilities, including appointments, contracts, reappointments, onboarding and offboarding of NMO staff
Managing the NMO budget according to approved expenditures
Alongside finance team, preparing and summarizing budget reports for the NPI and INSIS co-lead
Identifying learning and training needs for program and service staff and assisting in providing needed training
Seeking and attending supplemental professional training and development on per need basis
Minimum Qualifications The candidate must have experience in a related scientific field and in project management or other management position.
Masters or PhD in health administration, project management, public health, epidemiology or health services field.
5+ years of relevant experience within a university, hospital, or comparable environment
Experience writing, editing, and reviewing grant submissions and other academic material
Experience in research administration and program coordination in an academic environment, or related health sciences
Understands Research Ethics, in concept and practice; demonstrable experience providing budget management and reporting oversight
Excellent project management skills and experience
Certified in project management fundamentals
Core qualifications in health research, program evaluation, health management, research methodologies and policy development
Understands the academic research community, especially in public health sectors
Working knowledge of federal, provincial and other private/public funding agencies
Excellent oral and written communication skills including experience with preparation of reports and presentations
Advanced knowledge of Microsoft Office (Word, Excel, PowerPoint, Access, MS Project)
Strong interpersonal skills
Operates effectively, tactfully and diplomatically with a diverse range of internal and external constituents
Proven track record in timeline-driven, milestone-oriented projects a priority.
Ability to work well under pressure to meet deadlines in a dynamic team environment is required.
Demonstrated resourcefulness, enthusiasm and innovation are all considered positive attributes.
Demonstrated problem-solving skills are important.
A willingness to take on new challenges and learn new skills is also important
